70 fall to bullets, thousands lick wounds | 3 months after AI's visit | | Early Times Report Jammu, Aug 31: The human rights situation worsened after Amnesty International's (AI) visit to Kashmir in May this year. Since the two-member-team left the Valley around seventy persons have been shot dead. The number of injured is yet to be ascertained. While AI cannot be held liable for the killings, it has finally dawned on the people of Kashmir that the ‘prestigious organization’ is as helpless as anybody else. In early 90s Amnesty International came out with several reports on human rights situation in Kashmir. This was the first organization to publish the list of the disappeared persons. There is no denying the fact that AI has expressed concern over rights abuses in Kashmir. It has also sought repeal of laws like Armed Forces Special Powers Act (AFSPA), Disturbed Area Act and Public Safety Act (PSA). The reports raised hopes. People started perceiving AI as a savior. According to rough estimates, twenty thousand appeals urging the AI to visit Kashmir have been made during the past two decades by various organizations. Finally the government of India allowed the AI team to visit Kashmir. The team had mandate to work on PSA. While the team was in Srinagar, a Muslim League (ML) leader's release was ordered by the High Court. The leader was not released. On the contrary he was taken to some unknown destination. The police succeeded in conveying a strong message to the team- we do not give a damn to your presence in Kashmir. Soon after the team left for New Delhi, the Machil ‘fake encounter’ case came to fore which triggered the on-going violence. The AI issued a statement but failed to fix responsibility. The report was disastrous. In the process of balancing the statement, the AI had got imbalanced. The violence continues and so do the killings. AI has stopped issuing statements. It is counting the dead. And, what else can it do? India is too strong a country to succumb to AI pressure. The way New Delhi has been treating the Organization of Islamic Conference (OIC) resolutions on Kashmir leave no scope for an NGO (Non Governmental Organization) like the Amnesty International to fulfil the expectations of Kashmiris. The most important question remains unanswered. Who shall prevent the killing? |
