| Why is Geelani not taking the step forward to join dialogue | | | ON Tuesday when Hardline Hurriyat Conference leader Syed Ali Geelani clearly spelt out five conditions to end the ongoing stir in the Kashmir valley he went back on the starting line instead of taking the step forward to join the much awaited dialogue process to heal the wounds of kashmiris. The five conditions suggested by the Geelani were only rehearsed version of his old speeches and offered no fresh hope to those looking forward to engage him in the dialogue process. In his statement Geelani had raised the bar too high and went on set the pre-conditions by saying,"India must agree that Jammu and Kashmir is an international dispute". "India must announce and begin the process of complete demilitarisation to be monitored by some credible agency." There was nothing new in his remarks except the fact that he had repeated it again to add fuel to the raging fire and establish upmanship over moderate Hurriyat leaders. Under the present circumstances it would be extremely difficult for any sensible administrator or political dispensation to offer such relaxations to a bunch of hardline leaders who have never participated in the democratic process and always shy away from facing real electorate in a bid to preserve their nuisance value. While listing those five conditions Geelani had even asked Prime Minister Manmohan Singh to make a public commitment to kashmiris that no killing shall take place in Kashmir at the hands of security forces and no further arrest shall take place. "PM should also discipline its troopers and order them to stop humiliating public and destroying public as well as private property". By listing these five demands in a chronological order Geelani, spearheading a two-month long ‘Quit Jammu and Kashmir Campaign’ has staked everything in his bouquet in a bid to pressurise India to agree that Jammu and Kashmir was an international dispute as the first condition to enter into dialogue process with the separatists. During the press conference Geelani also stressed on the fact that our struggle is peaceful and we want peaceful means to be adopted for the settlement of Kashmir. After receiving the snub in response to numerous dialogue offers the state and the Centre govt must rework their present strategy to engage the octogenarian hardliner and begin afresh to dilute his hardline posturing ahead of start of dialogue process. No one is asking the hawk eyed leader to dilute his stand over the Kashmir issue but if he is sounding so desperate to begin the dialogue process he should not lay emphasis on meeting those five conditions which according to him are the route cause of the Kashmir dispute. Geelani must also understand that Govt of India would like to engage separatists leaders to hold negotiations and are not going to bend on their knees or offer them lollipops as they are well aware of the representative character of the handful of separatists leaders. Till date the separatist leaders while raising the bogey of right of self determination of Kashmiri fail to admit that they do not represent all those people who are electing democratically elected governments in the state and claim to have represented their perspective. If tomorrow Delhi would also put a pre-condition that it would enter in to a dialogue with only those who have representative character and have been elected through the democratic process of Elections it would become difficult for these leaders to join the dialogue process. Geelani's assertion that “India should immediately and unconditionally release prisoners, including teenagers — booked on charges of stone-pelting, and the political prisoners is also misplaced and far fetched. Geelani had also laid down a condition to fix responsibilities for the recent killings in Kashmir ignoring the fact that already an inquiry commission has been set up by the state government to probe in detail the circumstances under which the youth lost their lives. Without offering anything beyond an appeal to restore peace Geelani has been stoking fires in Kashmir valley and on the other hand demanding punishment for the perpetrators of State violence, conviction of troops, responsible for recent 65 killings, and later all those responsible for war crimes in Jammu and Kashmir. After leveling all these allegations against the Indian forces and the political leaders Geelani has not shown enough courage to chalk out a path which leads valley of Kashmir on road to peace and not destruction but unforseen forces are pulling the strings and he is willingly dancing to their tunes in old age too.
