| Jama Bandi record not maintained since 2006 | | 90 % niabats headless in Rajouri | | Early Times Report Rajouri, Sep 1: With 12 niabats of border district Rajouri headless for the last many years, all the works pertaining to land records especially Jama Bandi has reportedly not been prepared by the Revenue Department for the last four years. This, sources maintain, is bound to create a serious problem to the residents and department in near future. Sources said that there is no naib tehsildar in the niabats viz Kandi, Darhal, Thanamandi, Manjakote, Chingus, Sialsu, Rajal, Thanda Pani, Sunderbani, PA to DC, Assistant Revenue Atorney and NT in the office of Collector Defense. There are total of 16 niabats in the district and only four viz Rajouri, Budhal, Nowshera and Kalakote are having Naib Tehsildar. Sources said that the work of revenue department is suffering from one side while residents have to face many hardships in getting important documents from these niabats. Even as the Chief Minister Omar Abdullah seeks to introduce e-governance in the state, he does not seem to be aware of the staff crunch at the lower level as out of 16 Naib Tehsildars in Rajouri district only four are working. Naib tehsildar looks after the administrative affairs of the niabat to provide effective administration in these smallest administrative units. Apart from this, he also plays a vital role in providing good governance to the people at their doorstep. The residents are suffering a lot due to non availability of Naib Tehsidar in their areas. "We have to go to Rajouri for getting even income certificate issued……..we are poor people and cannot afford to spend Rs 40 as fare to reach Rajouri from here", a resident of Manjakote said. "The Chief Minister may be thinking of introducing e-governance in the state, but the fact of the matter is that we don't even have officials at the niabats level in Rajouri district", said a source in the district administration. "Now that the concerned recruitment agency for naib tehsildars has declared the examination dates for the vacant posts throughout the state, we are hoping that situation will get normal soon", he added. Sources said that Jama Bandi is an important records being maintained by the Revenue Department every year but it has not been maintained for the last four years. Since the record is primarily maintained by Naib Tehsildar this work has affected as the district faces 90 percent shortage of Naib Tehilsdars .The record maintaining job, on this count has remained untouched. Department sources said that non preparing of Jama Bandi is going to create a big problem not only for the department but people will also suffer due to it. "When the records will be outdated, there will be every chances of disputes and it may cause clashes among the people", an expert of rRevenue department said. When contacted, State Secretary of Association of Girdawars Khursheed Ahmed Tantry said that the work is definitely suffered due to non availability of Naib Tehsildars in 12 niabats and it may increase land dispute cases if the Jama Bandi is not made upto date. He said that Public Service Commission has already held an examination of Departmental Naib Tehsildar posts but government has still not issued orders to them. "The file of Girdawars who are been promoted as Naib Tehsildars after PSC examination is pending with Revenue ministry", he added. |
