Army conducts relief and rescue operation in Ladakh | | | EARLY TIMES REPORT JAMMU, Sept 2: First time in the history of Ladakh region, it witnessed unprecedented rains and cloudburst. Due to the nature of the terrain which lacks vegetation, it triggered mudslides, flash floods and landslides gushing down from the mountains onto Leh town and villages, including Leh garrison, leading to large scale destruction and loss of lives. In the nature’s fury, Army suffered 26 fatal casualties with nine other ranks are still missing. Numerous culverts and bridges were washed away on the various road stretches along Zozila- Leh and Leh Manali axes and other link roads. At number of places large stretches of roads were breached by fast flowing rivers / nallahs. Engineer Regiments of Army and task forces of Project HIMANK were employed for repair and restoration of the damaged road communication network. Due to the untiring efforts, National Highway was made operational on August 13 by launching six bridges and three diversions. Leh- Manali road was also made operational on August 15 by launching three bridges and creating diversion via Karu- Mahe Debring. In all 15 bridges have been launched till date including on the link roads where work is still under progress. The habitat, store shelters and office complexes at number of locations have been destroyed or badly damaged. As part of Op Cloud Burst, on an average 30 Army columns per day were employed in aid to civil administration for rescue operations. Army dogs, engineer plant equipment, army communication equipment and medical teams were extensively employed for rescue of people in affected areas. Army aviation and Indian Air Force helicopters were pressed into service for evacuation of stranded passengers including foreign tourists. Ten relief camps were established by the Army at various locations. Mobile detachments carrying food and water were sent to affected areas. 16 major and 137 minor surgeries were carried out on civil patients by 153 General Hospital. As the phase of restoration of lines of communication and clearing of debris draws to a close, the enormity of devastation becomes even more evident. Though full recovery from disaster will take time, the Army is committed to convert this calamity into an opportunity by playing an active role in rehabilitation activities for the people of Ladakh and developing our camps / posts that have suffered extensive damage, into model localities. Chief Secretary, J&K described the entire Op Cloud Burst as magical response by the Army. The villagers around Leh were very grateful that despite suffering heavy losses itself and recovering from the shock, the Army Jawan extended timely help in rescue and rehabilitation operations.
