'Protests must for getting heard' | From VC of CU to Chairman of J&K Bank,regional discrimination continues | | EARLY TIMES REPORT JAMMU, Sept 5: Much is being talked about addressing alienation of masses in Kashmir but nothing is being said or done about addressing issue of regional discrimination especially with Jammu region. From appointing vice-chancellor of Central University to the selection of chairman for various institutions including Banks and Boards, Kashmir and Kashmiris dominate the discourse. A Kashmiri journalist turned banker was handpicked and elevated to the post of Chairman of prestigious Jammu and Kashmir Bank only on account of his personal relationship with a close aide of the them Chief Minister Mufti Mohammed Sayeed. Some did talk of him being a man from PMO but when he was ousted, no word was heard, barring personal aggrandizement by the ousted Chairman in a particular Kashmir based daily. Similar was the case of former vice-chancellor of Jammu University Prof.Amitabh Mattoo and Chairman of Jammu and Kashmir Public Service Commission (JKPSC) S.L.Bhat. More ironically, when it came to the appointment of vice-chancellor of Central University of Jammu, again Mattoo was chosen to head this institution which was granted to Jammu only after young and old fought small but significant battle for the same. Mattoo was chosen despite his open criticism by Jammuities in general and student community in particular. To make matters worse, even New Delhi has been ignoring the sentiments of people of Jammu region. Mattoo is still in the panel and no other professor from Jammu has so far been able to impress the union human resource development ministry for being elevated as vice-chancellor of central university. If the sources in the state government are to be believed, While the central university Kashmir has been functioning since the last more than 16 months, central university (CU) Jammu is nowhere in existence. Divided Jammu intellectual and social circles coupled with inability of political elite to pursue a cause without allowing it to get branded as 'communal outburst' allows New Delhi and Kashmiri politicians including the so-called separatists to hurt the sentiments of commoners of Jammu region without worrying for consequences. In the central university issue, it needs to be mentioned here that until the divided lot of Jammuities does not speak in one voice and that too emphatically, none is going to pay heed to their requests. After the central university issue, the recent unceremonious removal of chairman of Jammu and Kashmir Dr. Haseeb Drabu paved way for the appointment of his successor. National Conference-led coalition government responded promptly and recommended name of a former Executive Director, Mushtaq Uri as the next Chairman of the prestigious bank. Uri is again a Kashmiri. None from Jammu including the Ministers, MLAs, MLCs and Advisors bothered to question state government over non-inclusion of a Jammuitie among probables for the coveted post. None including bankers are bothered are in a position to name one potential candidate for heading this institution. This is despite the fact that Jammu has significant representation both in the governing board and in the executive council of the bank. Ask the bankers and they would tell give you thousands of reasons why a Jammuite cannot become Chairman of JK Bank. One is unable to understand why people of Jammu especially the intellectuals are so under confident about their ability to head prestigious institutions despite their proven intellectual and administrative capabilities. A look at the corridors of power explains all. Sources averred that there are several top notch financial experts in Jammu who have the ability and potential to run institutions like JK Bank and Central University Jammu but it is the internal friction and uncalled for rivalries which are preventing them from exhibiting their talent. Time has come for Jammu to get united and speak in one voice. For the Jammu and Kashmir government, Jammu and Kashmir Bank could be the beginning of addressing the issue of regional discrimination. Locals assert that the government should on its own announce name of a Jammuitie for heading this prestigious institutions. Intellectuals opine that the post of chairman should also be rotated tenure wise between Jammu and Kashmir region. They maintain that merely talking about addressing the issue of regional discrimination would not do any good to the people of Jammu region, government should practically exhibit and take steps towards the same without forcing the commoners in Jammu to resort to protests for getting their due share. Intellectuals further assert that from New Delhi to Srinagar, Jammu is heard only when the shops are shut and the atmosphere is tense, which is both unfortunate and against the democratic spirit. |
