EARLY TIMES REPORT
JAMMU, Sept 6: Sensitive Jammu and Kashmir is passing through critical times. Anything can happen anytime. New Delhi is under tremendous pressure to resolve the so-called Kashmir issue in order to help restore peace in South Asia. The United States, which wants to quit the turbulent Afghanistan, wants New Delhi to create a situation on the Indian borders between Jammu and Kashmir and Pakistan that enables Islamabad to send its Islamic warriors to its western border so that it could concentrate on Afghanistan and establish its control over that country. The United State wants a similar situation on the Line of Control between the Indian Jammu and Kashmir and the occupied areas of Jammu and Kashmir. Obviously, the United States wants New Delhi to reduce its military strength on its borders and Line of Control. This is possible only if New Delhi dilutes its sovereign power.
China is also playing similar anti-India games. It is poking its dirty nose in Arunachal Pradesh and hobnobbing with the Nepalese Maoists in order to create troubles for New Delhi. It is undertaking similar activities in Sri Lanka. But more than that, it is systematically establishing its stranglehold over Gilgit-Baltistan region to weaken New Delhi's position along the northern frontiers and jeopardize its geo-political interests. Pakistan is giving all possible support to China in this regard. The aim of both the countries is to harm India. The spurt in the Chinese incursions in the equally strategic Ladakh region too indicates the evil designs of Beijing on the Indian Jammu and Kashmir.
Within the Indian Kashmir itself, the radical Islamists have unleashed a no-holds-barred anti-India campaign, with the so-called mainstream parties like the ruling National Conference and the main opposition People's Democratic Party contributing overtly and covertly to the ongoing anti-India Islamic crusade. In fact, the "mainstream" parties and the Kashmiri separatists of all hues are working in tandem. In addition, efforts are afoot to iron out difference, if any, among the separatist leaders like Syed Ali Shah Geelani, Mirwaiz Omar Farooq and Yasin Malik. The process in this direction is on. It is in full swing. The worst part of the whole situation is the support the formulations of the Kashmiri separatists are getting from various quarters in New Delhi, including some media persons, opinion-makers, human rights activists, former bureaucrats, diplomats and intelligence officials and from the likes of Swami Agnivesh, a known mercenary and friend of everyone who is working for the Indian disintegration and promotion of fanaticism and separatism.
Paradoxically, there are elements in the Indian political establishment who are also toying with the idea of Kashmir being conciliated or cooled down through some major, major concessions leading up to the semi-independence of Jammu and Kashmir or a very small step short of complete independence. The statements emanating from the New Delhi's South and North Blocks, which house the offices of the Prime Minister, the Home Minister and the Foreign Minister, do suggest that something is cooking up in New Delhi. There are cogent reasons to believe that they may drive Jammu and Kashmir away from New Delhi by withdrawing the Central laws and Central institutions from the state, thus enabling Pakistan and its paid agents in Kashmir like Geelani to play their nefarious games in the region with utmost ease and accomplish what they have been seeking to accomplish since 1947.
The Home Minister has on occasions more than one publicly stated that Kashmir has a unique history, unique geography and unique problem and what is also needed is a unique solution. He reiterated his stand the other day as well when he said that negotiations could be started with the Kashmiri separatists and extremists anytime. Besides, he is working hard to persuade everyone in the Central Government to allow him to dilute the Armed forces Special Powers act (AFSPA) so that he is able to meet one of the major demands of the Kashmiri separatists and the so-called Kashmiri mainstream leaders, who have been indulging in the politics competitive communalism and separatism for quite sometime now and slowly but surely wrecking the polity from within. In fact, there seems no difference in the approach being suggested by the state Chief Minister and pursed by the Home Minister as far as Jammu and Kashmir is concerned. In other words, the likes of the Home Minister in New Delhi are, instead of strengthening the security grid, are weakening it and lowering the morale of the Army and paramilitary forces engaged in the anti-insurgency operations in Kashmir.
The story, in a nutshell, is that elements within the Jammu and Kashmir establishment and within the Indian political establishment are working day and night to accord legitimacy to the politics of separatism, based on religious fanaticism, being taken recourse to by the Kashmiri leaders, without any exception. None in the Indian political establishment; none in the political establishment in Jammu and Kashmir is prepared to take on those in Kashmir who have been playing havoc. On the contrary, almost everyone in the country's political establishment wants to do what the Kashmiri separatist overlooking the paramount interests of the country as well as people of Jammu and Ladakh.
