Don't expect miracles from CCS meet:PM | | | Kashmir,Pakistan and China continue to keep Prime Minister,Manmohan Singh,preoccupied all the time.This became evident during the Monday's meeting the Prime Minister had with he Editors of newspapers in Delhi.Manmohan Singh dwelt at length on the Kashmir issue and on the need for resolving bilateral problems and tension with China and Pakistan through sustained dialogue.Even while hoping that the differences betweeen India and China and between Delhi and Islamabad would be resolved through peaceful solution and dialogue he was apprehensive of Pakistan being used as an easy route for Beijing to drag India into a low level conflict.It is in this context that Delhi has been laying emphasis on keeping the channels of dialogue with Beijing and Islamabad open.No doubt Beijing has come to realise,belatedly,that it no longer can afford to bully Delhi because of the improvement in the US-India relations China does not not hsitate to needle India so that Delhi had no time to take china lightly.During the last one week euphoria seems to be rising over the possibility of Manmohan Singh dishing out a solution for ending the two-month long civil strife in Kashmir which has left 70 civilians dead in police firing so far.But as is his nature Manmohan Singh did refer to the Kashmir turmoil but made no commitment on any solution that he may dish out soon."I will not be pulling out a rabbit out of the hat.We have to be patient,"he told the newspaper editors.At the same time he disclosed that a meeting of the Cabinet Committee on Security(CCS) will be held shortly to discuss the situation in Kashmir."But do not expect a miracle,"Manmohan Singh said indicating that some solutions were being debated in the CCS meeting but Delhi may not rush through any solution. indications are that some areas in the Kashmir valley and in the Jammu region may be brought out of the jurisdiction of the AFSPA.Once it was done the security forces,including the troops,will have no legal shield for shooting down any protester or militant without facing action.They will have no powers to carry out search operations or arrest any person without proper warrants and orders.This is one of the demands of Syed Ali Shah Geelani who has been heading the agitation.Prime Minister hinted that the state police may be given added responsibilities for tackling the law and order problems in Kashmir and in the Maoist hit areas in the country.He said after the police are equipped with non-lethal weapons for crowd control it could create a favourable atmopshere in Kashmir which was required for the restoration of peace.Manmohan Singh wanted to convey to those who expected some immediate solution to the Kashmir turmoil that since the problem "is an old one we have to be patient."He also wanted people not to be impatient and have firm belief in the power of dialogue.While the Prime Minister is keen to move a mile it is not yet certain whether the separatists,especially Geelani,were willing to give up obdurancy for the success of the proposed dialogue.There are fears that Geelani has announced his willingness to participate in the talks provided all his five demands were conceded but his announcement is part of a strategy to pass on the blame for failed talks on the shoulders of the centre in case some of his demands were not conceded by the centre.But the centre is preparing itself to meet Geelani's fluctuating approach to the issues concerning people in Kashmir.Whether talks with Geelani materialise or not Manmohan Singh is trying to set the stage for another round of talks between the foreign ministers of India and Pakistan so that the existing trust deficit level was reduced and the bilateral problems were resolved.If Delhi succeeded in this task it may not attach much importance to the resumption of talks with the separatists. |
