J&K govt delaying appointment of VC by design, former cop continues on coveted post | | | SYED JUNAID HASHMI EARLY TIMES REPORT JAMMU, Sept 7: Despite indulging in major media blitzkrieg, Police cop turned academician Masud Choudhary whose extension period expired in September 2009 is on his way out and a new Vice-Chancellor is likely to take over reigns of the university within the next few weeks. Sources in the state government said that committee constituted to recommend panel for the appointment of vice-chancellor of Baba Ghulam Shah University (BGSBU) has completed the work. They added that committee has recommended names of Prof. Ayaz Rasool Nazki, Prof. Nisar Ganai and Prof. Irshad Hamal for being appointed Vice-Chancellor of BGSBU. Sources further said that Chief Minister is likely to assent to one of these three names in the days ahead. They added that the appointment of new vice-chancellor is likely to open a Pandora box and if the government sources are to be believed, an inquiry is likely to be ordered into the lavish spending of the VC of BGSBU on issuing advertisements in the media. Choudhary's contribution in the making of university does not mean that he is above law, added the sources. They disclosed that if there are people leveling serious allegations against him, need is to probe the manner in which funds have been utilized by the university authorities during the six-year tenure of Masud Choudhary. Sources further said that it is only the political and bureaucratic connections along with Gujjar-Pahari divide which would help Choudhary to save his skin. An official of BGSBU said that university's spending on advertisements is higher than all the other universities of Jammu and Kashmir. "If the university has scarcity of funds, how has it been spending Lakhs on issuing advertisements and making appointments on the recommendations of certain top officials, ministers and even media personalities," said the official. He added that the VC did work hard to bring the university to where it is today but at the same time, he used all possible means to silence every voice of dissent in the university. They said that Choudhary who was considered close confident of former Chief Minister Dr. Farooq Abdullah of National Conference during his tenure as top cop of Jammu and Kashmir Police (JKP) switched sides when Peoples Democratic Party (PDP) came to power. Another former Chief Minister Mufti Mohammed Sayeed elevated him as the first Vice Chancellor (VC) of BGSBU. Thereafter, another former Chief Minister Ghulam Nabi Azad granted him extension of two years. Highly placed sources said that present Chief Minister Omar Abdullah kept the process for the appointment of new vice-chancellor of BGSBU in limbo for more than a year while noted literary figure and an MLC of National Conference (NC) Mohammed Yousuf Taing preferred not to attend meetings of search committee for keeping Masud Choudhary on the coveted post. Now when the panel has been submitted to the Chief Minister, he is unable to process the same for reasons best known to him, added sources. They said that going by the manner in which state government has so far delayed the process for keeping the present VC on the coveted post, appointment of new VC is likely to get further delayed. It needs to be mentioned here that Baba Ghulam Shah Badshah University came into existence by an Act of the Jammu & Kashmir Legislative Assembly called the Jammu & Kashmir Baba Ghulam Shah Badshah University Act No. XVI of 2002. The university is nurtured by the Jammu and Kashmir Wakf Council. |
