Following SC directive, induction of more KAS officers into IAS on anvil | Political interference halts promotion, postings at lower level | | Early Times report Jammu, Sept 7: Many KAS officers in J&K who have attained seniority and yet facing grim chances of getting IAS cadre, are in for a big bonanza. Following SC directive on increasing the age bar for induction into IAS cadre from 54 to 55 years, the state government has sent revised proposal to Department of Personnel, Government of India for fresh consideration of the select list of officers eligible for the promotion under new guidelines. Though the state government had earlier sent the select list of nearly five officers in the year 2008, this no more stands relevant in the wake of SC directive that instead of 54 years age bar, the officers having 55 years of age with requisite seniority can also seek promotion and induction into IAS cadre now onwards. However, the induction of the number again depends upon the available vacancies as also the approval from Union Public Service Commission. "We have received the letter from DoPT (Department of Personnel and Training) few days back in which it has informed about the fresh guidelines……accordingly we have prepared a revised proposal which incorporates more officers who have attained age of 55 years and eligible for promotion", said a high ranking officer in the administration. It is in the wake of this proposal, the concerned Department in Centre will take fresh assessment of the things after reconsidering the names of the officers who have reached 55 years of age. In order to take view of the matters afresh, a meeting is being held again between the J&K government which will be represented by the Chief Secretary besides two more members with DoPT and UPSC. "The state government is now waiting for nod from Centre for the fresh meeting in which the new select list will be determined, incorporating more names of KAS officers", sources said. While this development is good news for senior most KAS officers, resentment has been brewing up among the junior officers whose promotions on to next higher grades and scales, more precisely their induction into KAS cadres have been halted and delayed for quite some time. Sources said even though the promotion of these officers have been approved by the Chief Minister, their postings have been facing a roadblock on account of some political interferences by the ministers of two allies in the coalition. "The ministers want their favorite officers on creamy posts for apparent reasons ", said a source. The political pressures and interference from certain influential quarters is delaying the much awaited promotion of the officers. Not in a hurry to budge, the administration has for now shelved the matter. Though the promotions have been approved for over one month, no one in the cabinet has dared to question in the delay for it is from within the cabinet pressures for postings have come, said the sources. These officers upon promotion are due for postings in different departments on key posts. The senior KAS officers may very soon get induction into IAS cadres, but the political intervention at the junior level promotions have made the promotions and postings of scores of KAS officers hang in air. |
