CS reviews development works at Jammu, Kathua, Samba | | | Early Times Report Jammu, Sept 8: As a sequel to his endeavors to personally review and monitor the execution of development works in various parts of the state, Chief Secretary, S.S. Kapur, today convened a series of meetings at Jammu, Kathua and Samba districts.
Principal Secretary to Government, Planning and Development Department, Khurshid Ahmed Ganai, Divisional Commissioner, Jammu, Pawan Kotwal, Commissioner Secretary GAD, M.S. Khan accompanied the Chief Secretary while DDCs, Jammu, Kathua and Samba, SSPs, ADDs, SEs, executive engineers of Works Departments, sub divisional officers, DFOs, and district officers were present in the meetings of their respective districts.
Chief Secretary took a detailed review of physical and financial progress achieved in the districts under PWD, Health, Education, ERA, Rural Development, Tourism, PHE, Finance, PMGSY, NRHM and AIVP.
He instructed the executing agencies and other concerned to ensure quality and timely completion of all ongoing projects so that the people may not suffer on account of any delay or dilly-dally tactics on the part of officers or executing agencies.
Speaking on the occasion, Kapur directed the officers to maintain close liaison with the people for achieving optimum results in implementation of welfare and development schemes in the district.
He said that people’s active involvement in the development process is pre-requsite. He asked the DDCs and district officers to work with utmost passion and dedication to come upto the expectations of the people.
The Chief Secretary directed the concerned authorities to immediately take up restoration work of the damaged infrastructure caused by torrential rains and flash floods in various areas of Jammu during the last three months besides providing relief to the affected families. He also expressed concern over encroachments alongside drains and nallahs, which is the root cause of overflow of the drainage system, and asked the authorities to act promptly in removing these encroachments. He also stressed upon the need of timely distribution of scholarships to the deserving students besides speedy clearance of all land acquisition cases under certain road projects.
DDC, Jammu M.K.Dwivedi, informed the meeting that existing infrastructure of various departments have shattered due to this natural calamity which requires immediate restoration for an amount of Rs. 7510.49 is needed.
He also apprised the meeting that 39.59 per cent expenditure has been registered in Jammu district during 5 months of current financial year.
At Kathua, the DDC Sanjeev Verma, apprised that of the annual plan 2010-11 worth Rs. 8463.95 lakh an amount of Rs. 1000.85 lakh has been incurred against an availability of Rs. 1913.55 lakh upto August, 2010.
The DDC, Samba, Mubarak Singh, apprised the Chief Secretary that against the total allocation of Rs.2101.83 lakh about Rs.911.30 lakh have been spent which is 43% of the total expenditure upto August this year.
Reviewing sector wise achievements of district Samba, the Chief Secretary directed the Education and Social Welfare departments to sanction all the scholarships before mid of October this year. He also asked the CAPD department to immediately release 50 kg of ration to the people in the month of August and September wherein 35 kg is according to the prescribed share and extra 15 kg is being provided on subsidized rate.
The Chief Secretary also reviewed the progress achieved under MGNREGS and. He also exhorted upon the officers of Sericulture to integrate schemes of sericulture with MGNREGS. He stressed upon increasing the survival rate of mulberry tree by strengthening the infrastructure in the field. He also advised the officers to dovetail MGNREGS and SKEWPY programmes into their respective schemes.
