Early Times Report
Jammu,Sept 8 : Suspense keeps on deepening over the plan of the central Government to dish out a political and economic package for the people of Kashmir so that the the current spell of unrest, turmoil and violence was replaced by peace and normalcy. With each day the level of suspense over the pattern of the package continues to swell.
Official sources said that the Government of India had been working on a couple of plans for defusing violence that hit kashmir leaving 70 people dead during the last over two months.Chief Minister,Omar Abdullah, and Union Minister for New and Renewable Energy,DrFarooq Abdullah, have already pleaded for some package. They have conveyed to the Prime Minister,Manmohan Singh, and the UPA chairperson,Sonia Gandhi, that the situation that has emerged in Kashmir with the separartists calling the shots it had become imperative for the Government to dish out suitable political and economic package for wooing angry protesters.
According to these official sources, there as no need for hoping for some miracle. In support of their co ention they referred to the latest statement of Manmohan Singh in which he said that "do not expect miracles from the meeting of the Cabinet Committee on Security(CCS)."Sources said that Prime Minister will convene a meeting of the CCS in a day or two where the blueprint of the economic and political package will be discussed and okayed.
Reports said that the centre did not plan to dish out any major political package yet and for the time being it may limit its concesssion to an attractive employment package besides it may announce some cosmetic reduction in troops and either dilution in AFSPA or bring eight out of 20 districts in the valley and the Jammu region out of the purview of the AFSPA.
The centre has already been cautioned against limiting the employment package to the valley only. The Government of India has been told that as far as the problem of unemployment was concer ned it was very severe in the Jammu r egon than in the Kashmir valley.
Reports said that after conceding some of the demands of Syed Ali Shah Geelani, which include release of some detained political leaders, the centre may
announce fresh offier for talks with the separatists. It is in this connection that the separatist leaders were trying to forge unity so that the centre had no problem in resuming dialogue with them.Already Chief of the APHC,Molvi Umar Farooq, has sounded Syed Ali Shah Geelani on the need for forging unity so that when the talks were resumed separatists could approach the parleys with added strength.

It is not yet clear whether Geelani would be satisfied with the Government of India conceding some of his demands. In fact Geelani wants totaly demilitarisation of Kashmir.release of all detainees, repeal of the AFSPA etc.But the Government of India has to move carefully lest the situation should assume serious dimensions.
