BJP warns of agitation against removal of AFSPA, terms it as move containing dangerous repercussions
9/10/2010 9:08:35 PM
Early Times Report
Jammu, Sep 10: BJP has taken serious note of the media reporting over the alleged special package on the eve of Eid-ul-Fiter by the Central government to J&K.
According to the reports, the special package includes the withdrawal of Armed Forces Special Powers Act (AFSPA) from the State, financial and political packages to the stone pelters and their families and release of political leaders who are the perpetuators of the deteriorated condition of the State.
Apprehending that the Central government, pressurized by the Chief Minister Omar Abdullah, may consider the demand to withdraw AFSPA which was made regulated in the state more than two decades ago on the pretext that Jammu and Kashmir State is the disturbed area and border sensitive state like other states such as Manipur, Tripura, Assam, Mizoram and Arunanchal Pradesh, BJP said that move may scuttle the peace process of the state.
In the meeting, which was attended by senior leaders of the party stress was laid on the dangerous consequences which may arise in otherwise peaceful areas which are peaceful because of the presence of army and the general public feels more secured. The disturbed area where the army is present is being resented by the separatists as its presence do not serve favourably nefarious designs of separatists and agitators.
"This is obvious also from the fact that just yesterday four army soldiers were killed due to the hand grenade thrown on them by the militants, this happened just when the proposal to withdraw the army is under consideration and one can assume the ramifications if the army is actually withdrawn from the state," said Shamsher Singh president who headed the meet of the party held at headquarters.
He said that it is pertinent to recall here that in the proposal presented by Omar Abdullah, the withdrawal of AFSPA is being suggested in Jammu and Samba, in particular, for reasons best known to him.
In fact the International Border is very near to areas of Jammu and Samba, where the infiltration is very easy and presence of army has so far controlled the infiltration to the maximum. Moreover, as per the AFSPA the principle articles empower the armed forces to undertake counter-insurgency operations at the tactical level, authorizes army to use force for maintenance of public order, empowers the forces to destroy a fortified position, cache or an arms dump, empowers them to arrest, without warrant, of a person who has committed a cognizable offence and permits search, without warrant, of suspected premises to recover arms, ammunition and explosive substances, the meeting observed.
"After the withdrawal of this crucial act the security forces will not be able to take any necessary action to destroy a hide out, arrest a suspect, search any premises to cover arms and ammunition. This will demoralize the army and security forces and so the prevention of insurgency will be impossible. Therefore, this suggestion to withdraw AFSPA is very strongly opposed as the BJP has been opposing since long and also agitating through different methods to oppose any such move of the Central government," said the BJP chief .
Shamsher Singh Manhas warned the Union government not to succumb to the pressure tactics of the State Chief Minister and abandon the idea of withdrawal of troops or AFSPA failing which the BJP will launch a state wide massive agitation.
Manhas and the members who attended the meeting wishing the people on the occasion of Eid-ul Fiter were very categorical that if the Centre and the State government took any such dangerous decision, BJP will agitate tooth and nail widely against this move after Eid-ul-Fiter. The meeting also applauded the role of armymen in rescuing 11 precious lives of civilians who were caught in the sudden flood in river tawi
Prof. Chaman Lal Gupta, Dr. Nirmal Singh, Ashok Khajuria, Chander Prakash Ganga, Satish Sharma, Sat Sharma (C.A.), Kavinder Gupta, Chander Mohan Sharma, Ramesh Arora and Dr. Nirmal Kamal were present in the meeting.
