Embezzlement in CA&PD leaves Dachhan, Kishtwar people without ration on Eid | Two enquiries surrendered by top officials speak about the stronghold nexus of mafia | | EARLY TIMES REPORT KISHTWAR, Sept. 10: The people living in remote and non-motorable road un-connected with Dachhan area of District Kishtwar have complained that the Govt. ration is being embezzled by CA&PD employees which seems to have no effect on the officers at the helm of affairs Even the complaints of these peoples were also projected by the MLA Kishtwar in a meeting at Kishtwar which was chaired by a cabinet minister recently.
In the said meeting the Assistant Director CA&PD was not present and he was represented by the TSO Kishtwar who could not give the clarifications of the allegations of people projected by the MLA Kishtwar Sajjad Ahmad Kichloo regarding the non-availability of the ration in Dachhan area.
The administration acting on the allegations, attached Assistant Director CA & PD Kishtwar and was placed under suspension vide No: DCK/10/1162-67 dated 25-07-2010 , and the charge was given to ACR Kishtwar with the direction to conduct the enquiry and compile the records pertaining to dispatch and receipt of the foodgrains after checking the ground balance in the 11 food stores of Dachhan area and at feeding store at Suid Dachhan . Meanwhile the Director CA & PD Jammu Parveez Malik arrived at Kishtwar and took the stocks positions and checked the records at Kishtwar, admitting that 601.63 Qtls of wheat , 783.95 Qtls of rice and 77.27 Qtls of sugar is still being in transit and expressing the concern over it issued directions for reconciliation of dispatch and receipt records.
He further admitted in his report that the concerned Storekeeper/ salesman showed such stocks as received for which challans were presented by the carriers before the disbursing authority for payment of carriage charges. The Assisitant Commissioner Revene Kishtwar started enquiry into the allegations and directed the concerned salesman/storekeepers of Dachhan as well as other responsible officials of CA&PD Kishtwar to produce the records, besides planning to conduct the physical verification, checking of all the food stores of Dachhan area , on which some of the officials reportedly went on leave and some remained in the state of worry , but before the enquiry officer come on conclusion the Asstt. Director C.A & P.D Kishtwar was reinstated vide order No: DCK/10/1391-97 dated 02-08-2010 i.e. just within seven days. The charge of A.D, CA&PD Kishtwar was taken over by the re-instated AD without further delay , consequent upon which the Assistant Commissioner Revenue Kishtwar surrendered the enquiry vide his letter No:ACR/K/499-503 dated 03-08-2010, as he felt himself handicapped to conduct the fair enquiry . The expressing their concern Riaz Ahmad , Mangat Ram and Habibullah of Sounder Dachhan, Dewan Chand of Kalnoo Dachhan and Nand Lal of Kibbar Nallah said that the Food Stores of Dachhan area have not been checked physically and all the authorities are relying on the receipt statement of the concerned storekeepers /Salesman only , some of them being the class IV employees . It was further alleged that since one storekeeper/salesman has been given the charge of two/three food stores distancing between 15-20 kilometers, then how it came handy for a single man to conduct the fair sale of foodgrains among the ration card holders.
The residents of Dachhan also lodged written complaint before the CA&.D Minister Qamar Ali Akhoon during his visit to Dachhan area during the month of August 2010, which was marked for Director CA&PD Jammu with the remarks “Please get report and inform urgently”. What turned out to be the fate of their complaint, they do not know. It was also alleged that some of the CA&PD employees posted in far-flung areas which have no road connectivity have accumulated the wealth more then their known source of income.
One CA&PD employee of Dachhan was asked to countersign the receipt statements of salesman/ storekeeper, who refused to do so until he checked the food stores physically, he was reportedly replaced by some “yes boss” employee who managed his three postings in a short spell of 6 months. Mangat Ram Bhandari, ex. Sarpanch resident of Lopara while talking to our correspondent said that the food stores like Lopara, Trungie, Prangas Kiyar, and Chichha are without foodgrains and they have been given just 20 kg of rice and 20 Kg of wheat per ration card against the sanctioned scale of 8 Kg Rice and 5Kg wheat per soul , for the month of June and July 2010, however no ration for the month of Sept. 2010 has been paid to them uptill now. It is worth to mention here that vide Govt. order No: 115/CA&PD of 2009 dated 23-12-2009 Additional Deputy Commissioner Kishtwar was appointed to hold enquiry in the shortages of 465.71 qtls of rice and 1216 qtls of wheat at Inshan Godwon of Tehsil Marwah, who made his every possible efforts to find out the truth , but the irresponsible behaviour and self styled working of CA&PD employees as well as carriage contractor compelled him to surrender the enquiry without arriving on any solid conclusion.
He too surrendered the enquiry vide his No: 144-47/ADCK/10 dated 30-07-2010. In what circumstances two efficient and honest KAS Officers surrendered enquiries is a matter of concern to Government and why the administration is silent over the complaint of the general people of area is a cause of concern for the people of then area.
