Neglect, government apathy leading to extinction of ponds

JAMMU, Sep 6: Ponds which play an important role in the lives of the rural areas and are also considered a place of importance in their day to day lives are virtually on the extinction.
Ponds have their own history and importance in rural areas particularly in the Kandi areas, where in the deficiency of the water sources, villagers relies heavily on the ponds for their day to day work. Their livestock relies on pond for drinking.
Every village in the Kandi area has the ponds of their own. Not only this, historical and cultural aspect is also attached with the ponds.
However the condition is so worrying that since some ponds, due to official neglect and apathy are converted into gardens others have been grabbed by the influential persons.
There are many examples of such mismanagement even in the adjoining areas of winter capital as Chinore, Pattian, Paloura and in Kot Bhalwal area which are centuries old and needed improvement too are on the verge of virtual death.
The fate of a pond in Durga Nagar, Sector 1, in Jammu turned into a waste bin as it was filled up with constant dumping of soil and due to continuous dry spell for many years it got dried up. After that local residents used it to throw garbage that has resulted into a stinking ground.
Concerned departments instead of reviving the pond, decided to develop the site as a garden which was later turned into a small park of negligible use.
In another glaring example of Panchayat Kattal Brahamana in district Kathua, where there was a pond in the out skirts of the village sprawling in almost 15 acres of the land almost a decade ago, the entire land of the pond was encroached upon by the neighboring land owners. Had the authorities acted in time, the pond would have been saved from the encroachment.
In wake of recent surplus monsoon rains, many dried up ponds have been resurrected and filled up and it is now responsibility of the concerned authorities to maintain the ponds to save it from the further extinctions. Non Governmental Organizations (NGO) can play a crucial role in this respect.
