| BJP, Cong to face roar of ‘Panther’ during Assembly session | | Harsh to carry out “Operation expose” | | EARLY TIMES REPORT Jammu, Sept 10: The Panthers Party Working Chairman,Harsh Dev Singh, has pledged to expose what he terms as dual face of the politics of the BJP and the Congress towards Jammuites. He said both the parties under the garb of 'fake concern and sympathies' have been befooling Jammu masses and this 'politics of hollow appeasement' has only harmed the Jammu region . Stating that J&K was facing 'constitutional breakdown', Harsh has also called upon Governor NN Vohra to place Assembly under suspended animation. The fiery Panthers Party leader said that he has decided to carry out "operation expose" of the Congress and the BJP during the ensuing session of the state Legislature,beginning in Srinagar from September 30.He said that though the session was going to be the shortest ever with only eight working days out of 10 he would utilise this opportunity for exposing the 'dubious' stand of the Congress and the BJP vis-a-vis the demand for the setting up of a fresh delimitation commission.He said prior to the Assembly elections both BJP and the Congress not only vociferously pleaded in favour of fresh delimitation of the Assembly segments in the state but also include this demand in their respective pre-poll manifestos. " But soon after the end of the elections both the BJP and the Congress forgot to rake up this issue…… whenever opportunities come, the leaders of these two parties remain mute spectators while ruling National Conference and the opposition PDP get united only to oppose the demand for fresh delimitation. He said there was no need for exposing the National Conference and the PDP because their stand on the issue was known. The Panthers Party leader said that his intention and 'actual mission' in exposing the role of the Congress and the BJP on the issue delimitation was to convey to the people of the Jammu region, rather the voters, that they need to be careful in future and vote against all those political leaders and parties that oppose delimitation of the Assembly segments. Harsh Dev said that the basic factor responsible for the discrimination of the Jammu region was the number of Assembly constituencies in the region which was less than those in the Kashmir valley.He explained that on the basis of population and areas the region of Jammu deser ved to have moe than 46 Assembly seats against the present quota of 37 seats.He said few the number of Assembly segments the region could not expect fair share in the state services,in the devolution of funds for development. He said that the Jammuites are for increase in the Assembly segments and it is the outcome of their belief that more Assembly constituencies meant more development funds and more jobs that they were voting for the candidates fielded by the BJP and the Congress.Harsh said that he would raise the delimitation issue whether during the question hour or through a resolution or through a bill seeking to amend the state Constitution which has restricted fresh delimitation till 2026,which is unimaginable and against well established democratic and constitutional norms.Once he raised the issue he would watch the stand the Congress and the BJP adopt. "People will decide whether to vote for the BJP and the Congress in future or not if they are convinced that the leaders of the two parties were simply playing with their (peoples) sentiments,"he added. Refering to the present state of affairs in state, Harsh Dev today said that the situation which has emerged in the valley during the last 90 days "is a clear case of constitutional breakdown" which calls upon Governor N N Vohra to use his powers under section 92 of the state constitution and place the state under his rule " Let the Governor keep the Assembly in suspended animation so that once the situation in the state was back on the rails Vohra could summon any political party or an alliance of political parties to form the Government," Harsh Dev Singh said. He urged the Governor to examine and reexamine whether the current situation in the state, especially in the Kashmir valley, amounts to constitutional breakdown or not. The Panthers Party leader said that when experts have already stated that there has been constitutional breakdown in the state they refer to a situation in which the writ of the Government does not run in any part of the state. He claimed that continued violence in Kashmir is a "manifestation of peoples' anger against the National Conference led Government and hence it is imperative on the part of Vohra to use his constitutional powers and place the state under the Governor's rule which alone could check violence and bloodshed." Harsh Dev said that his party had already rejected the Government plan of granting autonomy to the state. He said that autonomy could further result in constitutional anarchy and confusion. It was time, he added, to take corrective constitutional and administrative measures so that people felt encouraged to live in peace and reject the cult of violence. He alleged that work on various ongoing and new projects, both in the state and the central sector, had come to a standstill. Harsh said that it was because of suspension of work on various development projects the problem of unemployment had been compounded. He said that the centre should give some financial package for the youths in the entire state and not confine those packages to the people in the valley only. Harsh said if any region wanted additional financial and employment package it is the regions of Jammu and Ladakh. The Panthers Party leader wanted the centre not to attach more importance to the survival of the ruling coalition in Jammu and Kashmir than to peace and normalcy. He said parties needed to be given less importance than to peace and normalcy. He said if the state has to witnessed a new era of development and progress let Jammu and Kashmir be placed under the Governor' s rule for a brief period. |
