Stop playing with sentiments of people of Jammu | | | If not anything else the demand for carrying out fresh delimitation of the Assembly constituencies in Jammu and Kashmir seems to have fomented regional divide.The Kashmir centric political parties,especially the National Conference and the PDP,are not in favour of fresh delimitation for reasons best known to the leadership of the two parties.And whenever the demand for fresh delimitation of the Assembly segments resurfaces in the Jammu region the National Conference leadership takes recourse to the constitutional amendment of 2002 under which fresh delimitation was not possible till 2026.The NC leadership cites the constitutional provision in the country under which neither the number of Assembly nor that of the Lok Sabha constituencies can be increased till 2026.It is strange that the main political foe of the National Conference,the PDP,has been usually supporting the NC stand on the delimitation issue.The PDP leadership too is not prepared to support any move for the constitution of a fresh delimitation commission. Yes, there could be a way out if the main political parties in the state legislature join hands in supporting an amendment to the state constitution that was required for allowing the state Government to set up a commission for carrying out fresh delimitation of the Assembly segments.As far as the amendment to the state constitution is concerned it can be done provided the bill seeking to amend the constitution receives a two-third majority support in the Assembly.Given the size of each politial party in the Assembly one can easily say that there are only two posibilities for garnering a two-third majority.Either the National Confer ence and the PDP should join hands and if the two together support the bill they will be able to muster a two-third majority.The second alternative is for the BJP,the Panthers Party and the Congress,that seem to be in favour of fresh delimitation of the Assembly segments to secure the support of either the PDP or the National Conference.Both these alternatives seem to be impractiable because both the NC and the PDP are dead set to sabotage any move for setting up a commission for carrying out delimitation of the Assem bly segments so that the Jammu region,which has only 37 constituencies, could get atleast 46 Assembly segments.Once this materialises it will bring out parity between the two regions and ensure that the 50-year long era of discrimination of people of the Jammu region became a thing of the past.Well it is not only futile but politically untenable when leaders belonging to the NC and the PDP have been telling the supporters of delimitation that since law prohibiting setting up delimitation commission till 20026 was in force at the national level they will not go against the national policy.Well the leaders of the same NC and the PDP should be reminded that during the last several years they have been roaring and ranting in favour of grant of either greater autonomy or self-rule so that most of the central laws extended to the state of Jammu and Kashmir were repealed.If leaders of the two main parties harbour such feelings what makes it difficult for them to go against the law that is in force in the country.There are scores of central laws that he NC and the PDP ledership has opposed to be made applicable to to Jammu and Kashmir.In the case of delimitation the NC and the PDP have not to go against any central law.It has simply to move a bill seeking amendment to the state constit ution so that a new commission could be set up for carrying out fresh delimitation.Well all parties usually do not oppose the demand for delimitation. The BJP and the Congress do not show any qualms in including the demand in their poll manifestos.And what happens during the Assembly elections and after. People,rathers voters are taken for a ride and after securing their votes in the name of delimitation the BJP and the Congress sleep over the . |
