Violence delays withdrawal of AFSPA

The aim of Chief Minister,Omar Abdullah,to score over the separatist s,especially Syed Ali Shah Geelani,while making the central Government agree on withdrawing AFSPA from some of the areas in the state failed to fructify.Hence If Omar is a disheartened person he is justified.Imagine Omar has been visiting Delhi on a number of occasions during the last three weeks.In fact has spent more time in New Delhi than in Srinagar during these three weeks on persuading Manmoah Singh,A.K.Antony and Pranab Mukherjee on the need for withdrawing or diluting the AFSPA and for pulling out troops from within the civilian areas.Omar worked hard for lobbying in favour of withdrawwal of AFSPA so that Geelani could not take the credit for ensuring wit hdrawal of AFSPA as he has been demaning it vociferously.Geelani has placed five conditions for accepting Delhi's offer for talks and repeal of the AFSPA and withdrawal of troops from within the vallet are one of the demands.If
Omar has not succeeded in persuading the cengtre for repealing the AFSPA he is not to be blamed.Between Friday and Monday,when it was given out that the Cabinet Committee on Securritty(CCS) will meet and consider repealing or dilution of the AFSPS the vale of Kashmir witnessed an upsurge in violence.It is painful to se 14 people die in police firing on Monday while they were protesting and indulging in arrson against the desecration of the holy Quran in the US.Well protesting against the desecration of the holy Quran was on the expected lines but indulging in arson and violence on Saturday,without any major provocaion,in Srinagar was unpardonable.And these very incidents of violence forceed the members of the CCS to defer its decision on dilution or withdrawal of AFSPA and on withdrawal of troops.The Army authorities,who are against even dilution of the AFSPA,conveyed to the members of CCS their apprehensions about the security scenario which could
witness ffurther slump if troops were withdrawan and AFSPA was either diluted or withdrawn from some ar eas of the state.But Omar Abdullah seems to be determined to persuade the CCS to accept his(Omar's) suggestion which he believes could create a better attmosphere encouraging separatists to accept Delhi's offer for talks.If the CCS failed to finalise its decision on Omar's demands it does not mean that the magtter has been closed.Reports indicate that the CCS may meet again and later its decision would be debated with top leaders of different political parties at an All Party meeting.This indicates that tthe Prime Minister wants to involve leaders of ot her parties in the finalisation of the decision on repeal orr dilution of the AFSPA.First of all Manmohan Singh has to motivate the Defence Minister,A.K.Antony,to accept Omar's demand for withdrawal od dilution of the AFSPA.One thing is certain that the CCS may have opted for dilution or withdrawal of
the AFSPA from some areas in tthe state had not the valley regist ered a fresh hike in the level of violence.This indicates that a large section of the youth in Kashmir are least concerneed about peace and about withdrawal of troops and the AFSPA.They have been led to believe that if hey continue to indulge in violence time was not far off when the Govrnment of India would be forced to grant sever al political,constitutional and financial concessions.Heence hey aree waiting for it without caring for the loss of lives that has become a daily affair in Kashmir.If people and the separatists aree really interested in seeing AFSPA diluted and troops withdrawn they should createe an atmosphere which will leave no other alternative for the Government except to concede the demand of the separ atists and Omar Abdullah regarding dilution of the AFSPA and withdrawal of troops.Once Kashmir started witnessing peace the Government will feel encoluraged to release all
the detainees.And as long as violence does not end the possibilities of the state witnessing progreess in development works and in the resolving of the problem of unemployment were remote.Hence its for the people and not for the Government to decide.
