Jammu, Sept 15: As a part of 43rd Engineers Day and 150th birth anniversary of Engineer Sir M Visveshvaraya, Bharat Ratna, the Institution of Engineers of India (IEI), a Jammu Local Centre today organised a seminar on 'Impending Paradigm Shift in Engineering
Sciences and Future Challenges' at its institutional complex at Channi Himmat. Minister for Revenue, Relief and Rehabilitation, Raman Bhalla was the Chief Guest on the occasion.
Addressing the gathering, Bhalla said that engineers are playing vital role in creating the modern techniques infrastructures in the State and appreciated the services rendered by the engineers in building the nation and advised them to follow the footsteps of Sir M Visvesvaraya, who was a great engineer and administrator.
The Minister said that world is witnessing tremendous technological revolution, founded and based on engineering sciences and technology with serious impact on old values, techniques and technologies. He said that this is creating global division of labour and quick super session of existing system and practices in the engineering sector. He said that the flux of technological revolution as brought about hither to unrealized and ignored problems in the field of environment, food, water availability, housing, transport, communication technologies and above all population explosion all over the world. He said that technology and engineering therefore are standing at cross roads and are struggling to get square and equal with each other.
Bhalla said that the introduction of personal computers and internet has brought about a sea change in life and living standards. "We in India have not remained isolated as a single digit, but have suddenly become part of globe with technology bridging the divide. He said that the classical engineering practices therefore have to make way for multi-discipline, multiple engineering sciences, integrating the sciences intimately with engineering of every day life adding that the change in evitable, but it the fraternity prepare for it, as quickly as the changes are taking place and times demand.
The Minister said that IEI is a pioneer body which has introduced non-formal technical education programme for the personnel engaged in engineering activities who cannot receive formal education under the portal of a university for some reason.
As such institution has introduced a system of bi-annual examination popularly known as AMIE examination. Those who quality these examinations are awarded associate membership which is equivalent to Degree in Engineering. He said that such examinations are held in over 100 centers of India, Kathmandu in Nepal, Abu Dhabi, Bahrain, Doha and Kuwait.
The Chairman of the IEI Jammu Local Center also projected hardships to the Minister which include removal of structural anomalies in engineering services of J&K, stagnation, time bound promotions, jobs to unemployed engineers, adhoch promotions, installation of deep drill hand pump and financial assistance for completion of balance works of IEI. Responding to the demands, Bhalla announced Rs. 10 lakh out of his Constituency Development Fund as financial assistance for completion of ongoing development works in the institution. He asked the PHE authorities to dig a deep drill hand pump in the institution for the convenience of the students. In his welcome address, the Chairman IEI Ashok Kumar Gupta said that Engineers Day being celebrated in the memory of one of the greatest engineer of the India Bharat Ratna Sir M Visvesvaraya, who was born in Kolar district of Karnataka on this day 149 years ago in the year 1861. He said that IEI is primarily an organization to cater to the technical requirements of the country through informal educational system with its aim to promote educational, cultural, technical, scientific, research and developments for general advancement of engineering technology and its application, with a motive to facilitate dissemination of technology information amongst engineers and professionals so as to equip then improve their technology skills and know how. The Minister presented Gold Medal to Er. Santokh Singh besides silver medal to Er. Rabinder Shekher for presenting best and 2nd best technical papers during the year 2009-10. He also honoured Er. Sanyokh Singh, Er. S K Sharma, Er. P K Nanda, Er. S C Thukral, Er. B L Rawal, Er. Rabinder Sekher, Er. S K Pandita, with mementos for presenting two or more papers during the year 2009-10. Later, the minister also released a newsletter IEI Jammu News on the occasion. Among others, Vice Chairman JDA, Er. Vinod Sharma, Chief Engineer I&FC B R Dogra, Joint Director of Information, Soujanya Sharma, Sunil Sharma and engineers of various departments were also present on the occasion.
