Harsh Dev opposes repeal, dilution of AFSPA
9/15/2010 11:55:02 PM
EARLY TIMES report
Jammu, Sept 15: Harsh Dev Singh NPP MLA and its working chairman has strongly opposed the demand for repeal, or dilution of AFSPA and grant of so called Autonomy to the state of J&K. He said that any attempt at diluting or tinkering with AFSPA would amount to demoralizing the Armed forces and frittering away the good work done by them in the state.
He said AFSPA was enacted by an act of Parliament in all its wisdom and has been extended to several states including J&K, Manipur, Meghalaya, Mizoram, Tripura, Nagaland, Assam etc to meet the hostile and adverse security environs in the said states. He said the repeal or dilution of the Act would only amount to capitulation to those who repudiate India's sovereignty.
Harsh Dev Singh further said that AFSPA was essential to provide legal protection and support to Armed forces for carrying out proactive operations against insurgency in troubled areas. He said that the central government must shun its policy of appeasement and refrain from any kind of mis-adventure in the shape of AFSPA repeal or roll back of security apparatus in the state.
He said that Army and Air force has already sounded a word of caution to the Union government and expressed their reservations against the dilution of AFSPA. He said the Union government must not compromise on an issue of national security and take the advice of the Armed forces rather than succumbing to political pressure for political gains as the the enormity of security challenges confronting the state and the country demanded strengthening of Armed Forces rather than weakening and demoralizing them. Any decision or action to the contrary would only amount to emboldening the insurgents and the anti-national forces. Harsh Dev Singh further opposed the demand for Autonomy and Self Rule. He said both Autonomy and Self Rule were the two faces of the same coin and hence unacceptablean d included that protagonists of Autonomy theory needed to understand that J&K is the only state which enjoys the highest amount of Autonomy. J&K is the only state which has its own constitution, its own flag and where no central law is applicable without the concurrence or without consultation with the state government. And further added all special powers conferred on the state in the past have only been abused by the successive rulers for their own political and parochial interests without benefiting the common masses in any way. He said re-organization of the state is the only solution in the present circumstances.
Harsh Dev Singh further charged the centre of ignoring the interests of Jammu region and non-representation to this region in the crucial All Party Meet.
He said that JKNPP is the only recognized regional political party of Jammu region but still it has been ignored for obvious reasons. He said while the other two regional parties namely NC and PDP have been invited, JKNPP has been deliberately left out. He said it appeared that the Union government too, wanted to ensure the participation of only those who were favourably inclined to the issue of AFPSA repeal and grant of Autonomy and Self Rule.
