Ex DGP Bhan for phased revocation of AFSPA, Mattoo for Task Force to monitor developments | | | Early Times Report Jammu, Sept 15 : Former Director General Police, Dr Ashok Bhan,has favoured phased revocation of the AFSPA depending on the ground situation. In his latest write-up Bhan has stated that the AFSPA cannot be diluted as it is legislative exercise and cannot be done in a hurry. He said that it was no longer a secret that Army was not deployed in Srinagar and its adjoining areas where the law and order is looked after by the local police which is helped by the CRPF. Dr Bhan who has been on the forefront of operations against the militants has said that the situation has changed in Kashmir and it is different from what it was in 1990. The former police chief said that "one day we will have to relieve the Army of its duties and this hard political decision cannot be endlessly postponed." He has said that time has reached when a phased withdrawal of troops could be considered because the state police and the CRPF were capable of handling the situation in Srinagar and its adjoining areas. Bhan said that dialogue was the only way to resolve the current crisis and added that "return of peace cannot be set as a precondition for moving towards the dialogue process." He said without lowering the guard the Government should demonstrate magnanimity by announcing certain confidence building measures. Fomer Vice chancellor of Jammu university.Amitabh Matoo,who claims to be an expert on Kashmir,in his write-up has emphasized need for sending an all-party parliamentary delegation to Jammu and Kashmir at the earliest. The delegation should carry out an on-the-spot assessment of the situation and meet as many as ordinary Kashmiris as possible besides political leaders. Mattoo has favoured constitution of a special task force to monitor day to day developments in Kashmir and assist governance and development activities. He has said that the Task force be either headed by the Prime Minister or by a senior Cabinet Minister. He has said that a credible team of negotiators be set up which could clear decks for the resumption of the process of dialogue between the centre and the people of the state. He said the dialogue should as inclusive as possible and no group or individual must be considered untouchable. No conditions be attached at the beginning of a dialogue." Mattoo has made it clear that "any negotiations the centre conducts can, in no way, compromise the unity and integrity of India." He has said that even the separatists understand but any "explicit conditionality make it difficult for many to take the initial leap from the streets to the negotiating table." |
