Teachers turned Slum-Dwellers-GDC Rajouri

The job of a college teacher is normally termed as a dignified one to the common psyche in the modern society-the reason being its freedom from general stereotyped administrative incarceration and a free and frank atmosphere of working in a scholarly manner letting the minds of student wide open to the new horizons knowledge and experiences. Handsome salaries, vast opportunity to utilise one's efficiency and caliber as well as the placement on the high social pedestal, where the professor-community can stand one with the bureaucratic layer of the society, are the highlights of this job. But the reality underneath is quite different and extremely disheartening. There is not even a distant consonance between what looks to the strange eyes outwardly and the reality simmering underneath. Most of the college teachers are not so contented and happy as they look to the flippant eyes outside. High emoluments and a mere designation do not matter alone rather there are many other things responsible for escorting the honour of this profession to the place of safety and where the original charm of service and the genuine dignity of a teacher consists in. We are normally compared with IAS officers in respect of the wages we draw but the system has never contemplated on the issue whether all other facilities like a dignified residential accommodation, and other genuine amenities of life clubbed with security of their children's future are extended to this uncared segment of highly educated society with the most delicate and indispensable responsibility inflicted its shoulders. In all other departments there are suitable arrangements of accommodation for the Gazetted as well as non-Gazetted staff as per the protocol. Even the fourth class employees of all non-educational establishments and the police constables are housed in well furnished residential areas and extreme care is taken of their comforts all along their service career. I extend standing ovation all these department-may it be Police, PWD, R&B, Forest, Revenue or there may be a host of ether establishments. I remember the words of one of my known IPS officers- who was posted at Doda as an SSP, "If my police jawan is safe, my entire department is safe; if he is disturbed, the entire police machinery is upset. So before all other priorities I have to consider the priority of my jawan." How positively concerned he was about his people!
The good accommodation plus required facilities ensuring a safe and secure future of the children is not only guarantee of an efficient working but the honour of the department also wherein lies the betterment of our society and a desired output of our working. Man does not live by bread alone. He is a social being who needs several other things coupled with his status and stature in the system he lives in. The Professors living in staff hostel, not staff-quarters, of GDC Rajouri have been subjected to even inhuman tortures by dumping them in a sub-standard hostel comprising a scanty number of one-room sets meant for one person only but the poor teachers who are carrying their families wit them are to bear the brunts of an infra-dignitary conditions of life. A single room where a professor, working as Head of Department in a Post Graduate College has been incarcerated is not, at all, bigger than a Lock-up in the police station or a Confinement Cell in a Joint Interrogation Center. The senior faculty residing there is left with no other option than counting the days of their life under such a sorry state of affairs since there is complete dearth of suitable accommodation in the town. Had there been some other option, they would have shifted. The matter of great anguish is that the compulsion of the college teachers in PG College Rajouri is being exploited instead of finding some solution to it. The authorities know that it is impossible for the resident professors not to accept the unacceptable way of living. The hostel where the teaching faculty has been housed is not worth living as a matter of fact. The unhygienic conditions and the stinking atmosphere prevailing all around the staff hostel on the College Campus are absolutely intolerable. The septic tanks are overflowing and all the manholes stand blocked making a way for the leakage of the dirty water accumulating in front of the rooms letting the maddening smell spreading all around. It is a so called Gazetted Residential complex but in fact is worse than the Hitler's Special Treatment Barracks. It will not be out of place to say that the College teachers of GDC Rajouri have turned almost to be the slum-dwellers. The piles of garbage in the residential complex have detrimentally contaminated the environmental conditions posing a threat to us and the life of our children. The inmates of the Staff Residential Complex have in written approached the authorities but no positive action has till now been initiated. Extremely disgusting on the part of the College is that it can not afford to spend even a meager amount of Rs 10,000/- to start initial cleanliness around the residential area. The staff hostel is in need of an immediate renovation or it can prove to be a grave-yard for its boarders at any moment of time. It has never been repaired or even white-washed since the day one of its construction approximately for the last over 16 year despite the fact that a huge amount of HRA deducted from the salaries of the boarding staff stands deposited with the Govt. treasury. The money which should have purely been utilized for keeping the staff quarters in worth living get-up is lying unused with Govt. Govt is expecting the teachers to translate the big dreams like quality education into reality but has never even once intended to take stock of the life conditions of most of the college teachers. The quality education is possible only when a teacher is mentally calm and composed and physically radiant. How can a teacher teach satisfactorily if he is upset about the life of his family under such disgraceful circumstances? Such a treatment is being faced by a major chunk of College teachers working in different areas. In most of the colleges there is complete anarchy of any accommodation for the non-local teachers which of-course adversely affects the purpose-oriented teaching-learning process. Govt should concentrate on this issue that has a very active bearing on the educational process. Over the decades since independence we have undoubtedly encouraged many bad practices at the top preference on the pious soil of India but the sensitive and highly beneficial areas are still fighting for their survival at the bottom. Nothing good is going to happen to our nation unless we replace our negative approach with the positive one.
