Avoid imposing conditions for talks

Yes Prime Minister,Manmohan Singh,is not wrong when he reiterated is willingness to hold talks with anyone and everyone provided they eschew violence.He made this remarks while addressing the All Party meeting in New Delhi on Wednesday.For the last about four months Manmohan Singh has been simply laying one condition and that is he was ready to talk to leaders of various hues in Jammu and Kashmir provided they shun violence.He has stated that meaningful dialogue was possible only in an atmosphere of peace and normalcy.But if Kashmir witnesses peace and normalcy where does the need arise for initiating or for resuming the process of dialogue.If dialogue is to be held,if there is peace,for what purpose it is to be held ?This is the main question that rises from the sermons of several Kashmir watchers and experts and that of the Prime Minister and some of his cabinet colleagues.Several non-political activists,who claim to be experts on Kashmir,have
suggested to the Prime Minister in particular and the central Government in general not to impose preconditions for the resumption of dialogue.They seem to have lost sight of the other side that has laid several conditions which may not be possible for the centre,under the present circumstances,
to concede them.Those who matter in the current crisis in Kashmir are headed by Syed Ali Shah Geelani and despite being jailed his writ runs like a teacher in the classroom.He and others,who have started following him,want the centre to repeal the AFSPA,withdraw troops from within the valley,release all detainees and let Government of India declare that the Kashmir is a disputed territory.These conditions seem to be more complex than the Prime Minister's exhortation to the separ atists to shun violence in order to facilitate resumption of Delhi-separatist dialogue.This time the separatists,including the moderates,have started dictating terms to the Government,whether in Srinagar or in New Delhi.Till four months ago the moderates were seen almost begging for the resumption of the dialogue process.And unfortunately the centre took their interest in resuming talks lightly.Since the level of militancy related violence in Jammu and Kashmir had declined and so
had the rate of infiltration the centre thought it better to keep the separatists,especially the moderates,guessing.Some of the advisers to the Prime Ministers favoured no dialogue with the separatists,whether moderates or hardliners.Their plea was that since the dialogue channels with Pakistan had been reopened there was no need for involving the Kashmiri separatists in the parleys.It was a mistake.The killing of one youth in Srinagar on June 11 was the turning point for the separatists to stage a comeback.These separatists had harboured a feeling that they had been sidelined by both New Delhi and Islamabad.In order to register their relevance and importnce in the politics of Kashmir these separatists had neither any hesitation nor any reservation in inciting people,especially the youth,to violence.Already the youth in Kashmir had been a frustrated lot because of the "non-performance" of the state Government and the casual like stance of the centre and
the separatists fully exploited the sentiments of the youth.These youths faced bullets,teargas shells and lathi blows but staged violence demonstrations in protest against human rights violations without bothering to realise that it was their violent demonstrations that had led to death of one youth after the other and till date more than 88 people have lost their lives.Several hundred people,including security personnel,were injured.In the context of these developments which side is prepared to ring the bell? Will the centre invite separatists and others for talks without waiting for the restoration of peace?Or will the separatists suspend the agitation to faciliate resumption of dialogue.One thing is clear so long the separatists are able to see their writ runs in kashmir they may not need to come forward for talks.Here the Government has to initiate tough measures so that their resistence against peace moves was broken.
