Despite hobnobbing with PDP Congress to support Omar

Is the troubled Kashmir paving way for an alternate political arrangement in order to douse the flames of civilian unrest and anger ?This question seems to have assumed interest after the PDP Chief,Mehbooba Mufti,who had attended Wednesday's All Party meeting,convened by the Prime Minister,in New Delhi,had a one-to-one meeting with Manmohan Singh and Sonia Gandhi.Reports have already reached the Government of India that if the Centre agreed to change the guard in Srinagar either by placing the state under the Governor's rule or by resuming the alliance the Congress had with the PDP between 2002 and 2008 the level of violence in Kashmir may decline.Reports said that it was in this context that Sonia and Manmohan are said to have probed the mind of Mehbooba.However,the speculation on change of guard was put to rest when the AICC General Secretary,Rahul Gandhi,lent full support to Omar Abdullah telling newsmen in Kolkata that "Omar was doing a tough job and
needed more time.Not only that both Sonia Gandhi and Manmohan Singh had conveyed their support to Omar Abdullah.Dr Abdullah,had also told his son that Sonia and Manmohan Singh had praised him (Omar) and lent full support to him.Well it is not politically feasible or wise on the part of the PDP leadership to agree to head the Government with the support of the Congress.Some of the senior PDP leaders do not support the idea of forming the Government with the support of the Congress at this juncture.They say 2010 is not 2002 and "we do not want to see our party finished the way the National Conference has gone to the rocks if we form the Government at this juncture."A senior PDP leader said that "if we fom the Government we will be then inheriting a very difficult legacy which the National Conference will be leaving behind."The PDP leadership knows it well that the situation has assumed alarming dimensions,which border on anarchy in the Kashmir valley
and forming the Government with the Congress,which stands as much discredited in the valley as the National Conference could be suicidal for the PDP.But there are others who are not prepared to miss the opportunity if it came in the way of the PDP.Their argument is that since the next Assembly poll is due in 2014 it would be difficult to keep the party flock together and ensure success for the party in the next election.However,others are of the opinion that if the current wave of turmoil showed no signs of decline the Government may have to take some drastic measures in the shape of placing the state under the Governor's rule which could be followed by fresh elections.And the PDP leadership expects to thrive once the state was placd under the Governor's rule.But the Congress led Government is not prepared to take the risk of imposing the Governor's rule which could delay restoration of democracy with the separatists calling the shots.There is a
feeling in the centre since the separatists have been able to evioke full response to their calls for shutdown and rallies they could get the same response when they give a call for election boycott whenever they are held.That could create new political problems for the Government after the massive peoples'participation in 2002 and 2008 elections had humbled separatists whose calls for poll boycott had evoked weak response from the people.Hence,the central Government is in favour of extending what is called parole of the Omar led Government and at the sametime it continues to keep the PDP leadership in good humour so that in case of some political eventuality the Congress could join hands with the Muftis for forming the Government in Jammu and Kashmir.The two have the requisite number as once they decide to form the Government others will support it.(eom)
