Amitabh Mattoo's Pakistani bandwagon

JAMMU, Sept 17: However, what did not surprise anyone was what Mattoo wrote in the same paper the same day. He has been advocating pernicious and perverted and pro-militant and pro-Pakistan views since the last about 13 years. Not only this, he is known for shifting stances. When he started writing, he appeared to be a staunch votary of greater autonomy/pre-1953 politico-constitutional status or semi-independence. He wrote at least a dozen articles on the theme and these appeared in The Hindu, The Times of India and The Hindustan Times. Later on, he changed his stand and started toeing the Mufti Mohammad Sayeed's line for reasons not really difficult to fathom. In other words, he started supporting the self-rule doctrine - doctrine that seeks greater autonomy for Jammu and Kashmir, India-Pakistan joint-control on the state, co-equal sovereign powers for Pakistan with India in the Indian Jammu and Kashmir and demilitarization of the state and that seeks to render the Actual Line of Control porous or irrelevant. He continues to propagate this patently anti-India.
Simultaneously, he has been attacking New Delhi and advocating the Pakistani cause. His essay on the 1960 Indus Water Treaty or the state waters, which was published only recently in a Pakistani daily and The Times of India, is a proof that he has been working on behalf of Pakistan. His conduct in the University of Jammu as Vice-Chancellor was another proof that he was a plant and that his only job in Jammu was to prepare ground for Kashmir's autonomy or self-rule and destroy Jammu and Ladakh, nay the Indian nation. He behaved more like a mercenary and an agent of Kashmiri separatists and communalists than as an academician, which he never was. He vitiated the whole atmosphere on the campus, converted it into a den of undesirable activities and destroyed the academic environment. The people of Jammu had understood what Mattoo was and is and, hence, they joined hands to oppose the move of the Union Government to impose Mattoo on the Central University of Jammu as its first Vice-Chancellor. Again, that he was the most hated person in his own community became clear when a number of Kashmiri Hindu organizations joined hands with the people of Jammu and opposed tooth and nail the idea of Mattoo being appointed as Vice-Chancellor of the Central University of Jammu.
Hence, what he wrote in The Hindustan Times of September 15 was on expected lines. By the way what did he write? He, among other things, wrote: "It must be recognized that today almost the entire Valley has been overwhelmed by a collective expression of rage, led by the youth who were born or grew up during the years of militancy and who are driven by a sense of hopelessness. This is a product of our own follies, and our inability to translate the gains of the elections in 2008, the most inclusive in J&K's history, into long-term dividends, and these mistakes have been compounded over the past few months...It is essential that we accept that J&K is unique and must be dealt with specially. Its uniqueness is obvious for a variety of historical reasons…A Muslim majority state that voluntarily acceded to India in 1947 lent tremendous strength to the construction of India as a vibrant, secular and pluralistic state…The battle, therefore, to win back the hearts and minds of the Kashmiris (read Kashmiri Muslim leaders) is critical not just for the strengthening of the ideals that inspired Indian nationhood, but is also central to the war against obscurantism and extremism. In other words, J&K (read Kashmir) must no longer be dealt with the kind of political ineptitude and bureaucratic inertia that has often characterized the Centre's policies towards many other states…A special task force must be immediately constituted by the Prime Minister and dedicated full-time to J&K (headed by a Cabinet Minister or by the PM himself). To reduce the 'trust' and 'governance deficit'…No condition must be attached at the beginning of a dialogue…But any explicit conditionalities make it difficult for many to take the initial leap from the streets to the negotiating table…When the rest of the nation demonstrates its good faith towards the people of J&K (read Kashmir), it should be possible to redeem the situation. The people of the state, even at the worst of times, have almost always demonstrated reasonableness. They are naturally inclined to travel along the path that leads to peace, prosperity and people's power. The time has come for our political representatives to remove all the hurdles on this path…" (To be continued)
