EARLY TIMES REPORT
Jammu,Sept 18 Since Syed Ali shah Geelani and Shabir Ahmed Shah, two senior separ atists, are in jails the centre, according to official sources,is using some influential people for motivating the JKLF Chief,Mohd.Yasin Mailk, and APHC chairman,Molvi Umar Farooq, for meeting leaders of the All Party delegation who are scheduled to reach Srinagar on Monday.

Official sources said that the Government of India has decided to send formal invitation letters to top separatists leaders, including Malik,Molvi Umar,Sajjad Lone, and others. It has not been decided whether to send the invitation leatters to Geelani and Shah and if the centgre decided to involve them in the meet ing with leaders of the All Party delegation the t wo leaders have to be released first. But the state agencies are opposed to r eleasing at least Geelani who is seen as the architect of the current spell of violence in the Kashmir valley.

Sources said that this time the centre has decided to make the exercise of sending the All Party delegation not a cosmetic activity but a serious one so that the leaders from Delhi are able to meet as many important politial leaders as possible. The way the centre has attached importance to the delegation is seen by including top ministers and political leaders of various political parties.Sources said that the Kashmir university vicechancellor has already finalised a list of names of senior university teachers and some st udent leaders with whom the leaders from Delhi would intgeract.

Sources said that the meeting will not be confined to an interaction with only political leaders but those connected with various sectors trade and tourism were also being invited to the talks.

On the other hand various political leaders and leaders of trade and commerce besides academicians in the Jammu region too are keen to meet the leaders of the All Party delegation.Sources said that the visit of the delegation leaders could be incomplete if they do not meet refugees from Pakistan, occupied Kashmir and leaders of the Kashmiri displaced families.

In case the delegation leaders have no time in meeting these sections of people the Panthers Party leadership, which has decided not to meet the delegation leaders, will get another chance for blaming the centre for adopting bias against the people of the Jammu r egion.Since it will not be possible for delegation leaders to travel to Ladakh, during their three visit to the state,a section of politial activists have suggested to the Government of India to make arrangements for leaders from Leh and Kargil to travel to Jammu whr e they could meet leaders of the delegation.
