Clandestine purchase of bulk Cat-Eye Studs

SVO registers case against former SE, three Ex. Engineers
JAMMU OCT-27- State Vigilance Organization (SVO) has registered a case against former Superintending Engineer, three Executive Engineers and the proprietor, supplier M / S R. Deen Trading Corporation Chandigrah for causing huge loss to the state exchequer in purchase of Cat-Eye Studs at highly exorbitant rates during 2003-04.
A Vigilance spokesman said that during the course of preliminary enquiry, it has been revealed that the then Superintending Engineer Roads and Buildings Circle Jammu acting in furtherance of criminal conspiracy with Executive Engineer, Tawi Bridge and Medical College Division Jammu approved the purchase of 1432 number of Cat-Eye Studs from M/S R Deen Trading Corporation Chandigrah on highly exorbitant rate of Rs.882.45 per piece. The supply order was placed in a clandestine manner without inviting any tenders and in violation of other codal formalities.
The spokesman further said that the Executive Engineer R&B division 2nd followed suit by placing orders for purchase of 3460 Cat-Eye Studs @ Rs.882.45 per piece with the same supplier. The purchases were made in such a bulk quantity that 1265 Cat- Eye Studs were found still unused in the store of the division.
The matter did not end here as the Executive Engineer R&B Division 3rd Jammu also placed orders for 400 Cat-Eye Studs at a slightly lower rate of Rs.783.45 per piece with the same supplier.
In this manner over Rs. 46.50 lakh was drawn from the Government exchequer by these Executive Engineers and paid to the supplier on account of these highly exorbitant purchases. It has been revealed that the prevailing market price of each Cat-Eye Stud is about one-third of the price on which the purchases have been made by the R&B Division Jammu, thereby causing a huge loss to the state exchequer.
Case FIR NO 25 of 2006 under section 5(2) of Prevention of Corruption Act read with 20-B RPC has been registered in police Station Vigilance Organization Jammu and investigations taken up, the spokesman added.
