Union Home Ministry in favour of granting bigger political package for J&K | | | EARLY TIMES REPORT Jammu,Sept 19: Reports from Delhi indicate that the Central Government plans to review the demand for the repeal of the AFSPA and the withdrawal of troops from within the valley in order to create an environment which could lead to the dilution of the current violence and civilian unrest in Kashmir. According to these reports, the Union Home Ministry has decided to prapare a detailed note on the issues concerning AFSPA,withdrawal of troops and release of the detaine people. The note would be circulated in the PMO besides the ministries of finance and the Defence. These reports said that the Union Home Minister,P.Chidambaram,is in favour of not only the withdrawal of troops from those areas wgere militancy relateed violence has touched a new low but also supports the demand for the repeal of the AFSPA.
Despite the fact that the top Armyauthorities have defended the enforcement of the AFSPA on the plea that the troops needed some legal shield the Army Chief has left it to the central Government saying that he hoped the political leadership will take the correct decision. This indicates that the top Army authorities are nolonger adamant on keeping the AFSPA in force in the state.
Reports said that after the All Party delegation leaders end their three-day visit to Jammu and Kashmir the Cabinet Committee on Security (CCS) will meet again in Delhi and discuss the outcome of the interaction the delegation leaders had with a cross section of people and political leaders in Jammu and Kashmir.
The Union Home Minister is reported to have supported the demand for grant of greater autonomy.Indications are that the Government may consider either granting autonomy as suggested and demanded by the National Conference or prepare a new concept out of the autonomy resolution and the PDP's self-rule idea.If such an idea was worked out it could meet the aspirations of the PDP whose leadership could play a vital role in defusing the current crisis in the troubled state.
In the context of these development experts believe that top separatist leaders amend their policy and interact with the leaders of the All Party delegation so that they too could project their views beforE the central team.
