Army Chief blames Pak for increase in militant ingress

The Army Chief,Gen.V.K.Singh,has claimed that though the level of militancy related violence had declined in Jammu and Kashmir during the last two months the rate of infiltration of rebels had increased during the same period.He told newsmen in Chennai on Saturday that this was the reason that more militants had been killed during the last over two months than during the earlier period.He explained that agencies and elements in Pakistan tried to exploit the current unrest in Kashmir and had decided to push into Jammu and Kashmir as many militants as possible.But the Army chief made it clear that since the troops were quite alert on the LOC and the International Border in the Jammu sector all infiltration bids would be foiled.The Army Chief's statement indicates that agencies,whether official or private,in Pakistan were trying to cash on the current spell of civilian unrest in Kashmir by assisting groups of militants in crossing into Jammu and
Kashmir.The purpose is to kick up added violence so that Delhi was forced to either concede the demands of the separatists or keep the channels of dialogue with Islamabad open for sustained and purposeful talks and negotiations on Kashmir and the allied problems.It was possibly in this context that the Pakistani authorities,including none other than the Foreign Minister,Shah Mehmood Qureshi,have started associating their sentiments with what they call the sufferings of the people in Jammu and Kashmir.Qureshi and others have criticised The Government of India for having let loose reign of repression without carrying out some sort of self-interospection.If Islamabad attempts at carrying out self-introspection it would find that the establishment in Pakistan and its official agencies,especially the ISI and the Army,have been responsible for all the political ills and security ailment in Jammu and Kashmir.Over the years Pakistan,whether under the civilian
rule or the military dictatorship,has been trying to keep the cauldron of violence and uncertainty boiling in Jammu and Kashmir.Till 1989 Islamabad used to play political pranks and intrigues at the national,regional,subcontinental and at the international level for keeping India on the tenterhooks.However,after 1988 it initiated measures and exported terrorism to Jammu and Kashmir.It started the experiment on imparting training to the youths belonging to Panjab and the result was that for about 10 years militancy thrived in Panjab which resulted in death and destruction on a largescale.After India was able to contain Pakistan trained militants in Panjab Islamabad had,by then,trained a large number of Kashmiri youths in the handling of assault rifles and other sophisticated weapons in training camps set up in Pakistan and occupied Kashmir.These trained militants were pushed into Jammu and Kashmir and scores of foreign mercenaries were also sent to
Kashmir for guiding and assisting the local youths.The result of this proxy war is an open book and this has spelt massive disaster on Jammu and Kashmir.Surprisingly,Islamabad has not come under any pressure from any quarter in the world for preventing the soil of Pakistan from being used for exporting terrorism to Jammu and Kashmir.Even the US exhortation has had no impact on Islamabad.The result that the establishment in Pakistan has been so much enocuraged that it has been trying to kick up terrorist strikes in other states of India.Delhi has been demonstrating patience for all these years.It seems now that Delhi's well of patience has been exhausted and it is so because it sharply reacted against Qureshi's statement on Kashmir unrest.It warned Pakistan against interferring in the internal matters of India.Hope Islamabad does not take lightly the latest warning from Delhi
