| 18.41 Cr allocated for IAY implementation | | | JAMMU, July 27, 2006.
The Central Government allocated an amount of Rs.18.41 crore to J&K State during the last financial year for construction of dwelling units under Indira Awas Yojana. According to a report, an amount of Rs.20.01 crore was released to the State up to March 2006 under this Centrally-sponsored Scheme.
Out of the total target of 8924 dwelling units, 2543 were constructed in the State during the last financial year
An outlay of Rs.2750 crore was provided during the last financial year and 14.41 lakh houses were targeted to be constructed under IAY in the country. Against this target, 11.83 lakh houses have been constructed with expenditure of Rs.2839.54 crore as on April 21, 2006.
The implementation guidelines of the scheme specifically target the rural below poverty line (BPL) households. The selection of beneficiaries is done by the respective Gram Sabha. The lot of the rural underprivileged is sought to be alleviated by the provision that at least 60% of the beneficiaries should belong to the SC/ST communities. The IAY also lays emphasis on individual sanitation and health by incorporating the cost of a sanitary latrine and smokeless chulha into the grant.
The Indira Awas Yojana addresses housing shortage as an important component of poverty alleviation in rural India. The Bharat Nirman Programme has recognized and accorded due priority to the need to end shelterlessness and it is envisaged to construct 60 lakh houses over the next four years across the country, starting from 14.41 lakh houses in 2005-06.
The Ministry of Rural Development through IAY undertakes housing to rural poor as a Centrally sponsored scheme where the cost is shared between the Centre and States on a 75:25. Grant assistance is provided to the extent of Rs.25,000 per house for normal areas and Rs.27,500 for hilly areas and the funds are released in two installments to the beneficiaries.
