Troops told to devise new strategy to foil infiltration bids | | | EARLY TIMES REPORT JAMMU, Sept 20: The Indian troops, guarding the LOC and the International Border in Jammu and Kashmir have been directed to intensify their patrolling following reports that agencies across the border were trying to push bigger groups of militants, especially those belonging to the dreaded Lashkar-i-Toiba, into the troubled state. Official sources said that reports compiled by the field agencies of the Army have revealed that during the last over three months the level of militancy r elated violence had declined but the rate of infiltration of militants into Jammu and Kashmir had increased. The sources said that the alert troops foiled as many as 25 infiltration bids during these three months and killed more than 15 infiltrators. According to these sources, in Poonch district more tan 15 infiltrators, equipped with sophisticated weapons, had been pushed back when they were trying to cross into the Jammu sector. It is in this context that the troops guarding the border have been asked to remain alert against even the smallest infiltration bids. Sources said that agencies across the border had become worried over the plan of the Government of India to grant autonomy to the state which could defuse the current turmoil and civilian strife in the Kashmir valley. These agencies believe that once the current turmoil was replaced by normalcy it would become difficult for Islamabad to force Delhi to negotiate on Kashmir. Hence these agencies were trying to push groups of milit ants into Jammu and Kashmir so that they add to the level of violence which could create added uncertainty, political instability and security crisis. Another instruction to the troops, the state police and the paramilitary forces, especially deployed in the Jammu region, to be on the offensive so that various militant hideouts in different areas of Poonch, Rajouri, Doda, Kishtwar and Udhampur were smashed lading to the seizure of weapons and ammunition and even to the elimination or arrest of the militants. The security forces have been told that during the last four months more than 50 to 100 militants had crossed into Jammu and Kashmir and they had already carved out safe sanctuaries in the hilly belts besides having imparted arms training to some local boys. The security forces have been told to devise new strategy to contain the activities of these militants and frustrate their plan of kicking up subversive violence. Field commanders have been told to carry out a fresh review of the deployment needs so that in case the situation demanded additional deployment of forces in certain sensitive and far-flung areas more forces would be rushed to those areas. The Government wants a foolproof security cover against the machinations of the militants. Experts are of the view that once an impression went round that militants were on the run and others were lying low it could encourage people in Kashmir to accept proposed packages from the centre which could ensure restoration of peace and normalcy.
