Consult Jammuites before granting autonomy | | | Well fresh contradictions and conflicts are likely to develop once the central Government finally decides to grant a suitable political package to the people in the Kashmir valley.Why so ?The sentiments of the people in the regions of Ladakh and Jammu over the idea of grant of greater autonomy to Jammu and Kashmir state is no longer a secret.They oppose it.Reports said that the Union Home Minister,P.Chidambaram,is in favour of conceding the demand for restoration of greater autonomy to the state.He is also not against withdrawing troops and the AFSPA from some areas in the state,particulalry in the belts where militancy related violence has nose-dived.These steps are being considered because the Government believes that once these irritants were resolved it could create a favourable environmnt in which people,especially the youth,may not have any other major issue for continuing violence in Kashmir which has left over 101 dead during the last over three months of turmoil.The Union Home Minister has made it clear that experimenting with the idea of holding a plebiscite was simply history which cannot be revived and repeated.And instead he would experiment with the grant of greater autonomy,not mere autonomy,which he thinks could satiate those shouting in favour of Azadi.Yes,grant of greater autonomy or an amalgam of autonomy,as envisaged by the National Conference and the idea of self-rule as has been conceived by the PDP.Whatever shape the devolution of greater political and financial powers to Jammu and Kashmir may take it can assuage the ruffled feelings of a major section of people in the Kashmir valley.Atleast such a political experiment could help them in realising that they have been able achieve something from the long-drawn struggle they had launched.But what about the people of the regions of Jammu and Ladakh who have,time and again,expressed their deep opposition to the demand for grant of autonomy to Jammu and Kashmir.Those in Ladakh,particulalry those belonging to the Buddhist dminateed district of Leh and adjoining areas,have been demanding union territory status for the Ladakh region on the plea that the people in the region had received a raw deal during the last 63 years.And as far as the people of the Jammu region are concerned they too are deadly opposed to grant of autonomy to the state.They argue that greater autonomy could further weaken the state's integration with rest of the country. Those belonging to the BJP,the Panthers Party,the VHP,the Bajrang Dal and other organisations havE been openly campaigning for a statehood status for the Jammu region in case the Government opted for grant of greater autonomy.ThEse Jammuites want the trifurcation of the state on he plea that the people of the region have faced high dose of discrimination from the successive Kashmir centric Governments.It is in this context that leaders of various Jammu based organisations have conveyed their dismay and disgust over the way the people of the region have received a stepmotherly treatment during the last 63 years.In support of their argument thay have conveyed to the centre that in terms of share in the state services,in the professional colleges,in devolution of funds the Jammuites have been neglected.They argue that despite the fact that the area and the population in the Jammu region were greater than in the valley the number of Assembly constituencies was only 37 against 46 in Kashmir.In the light of these historical facts the centre has to be very careful while sanctioning some political package for the state.The matter needs to be discussed with the genuine representatives of the people of the Jammu region.Without that the situation could assume new dimensions instead of getting the turmoil in Kashmir resolved
