Rajouri edu authorities bypass 17 govt orders | | | Early Times Report Rajouri, Sept 21: Although government has issued more than a dozen written orders to replace various staff engaged in Sarva Shiksha Abhiyan (SSA) in district Rajouri, education department authorities here have allegedly failed to implement these orders and rotate the staff. Sources said following complaints of misappropriation of funds due to long stay of teachers in the SSA scheme, the government had decided to rotate teachers who had completed two services in the SSA. However, no rotation has reportedly been made in district Rajouri. Sources said that there are 17 orders for replacement of staff under SSA scheme after performing two years of service. They added that order No Edu/SPD/SSA-28131-33 dated 17-04-2008 was violated after violation of Order No 12387-92 and Order No 357107 dated 26-12-2007. Sources said that these teachers were appointed in the scheme as cluster, zonal and district resource persons and they were working in SSA for the last 3 to 5 years. Although there were complaints about use of sub-standard material in the SSA buildings by some teachers besides complaints of mis-appropriation of funds, however, no action has been taken against these teachers. Expressing anguish over the non-implementation of government orders in Rajouri district, Jammu & Kashmir Teachers Forum Chairman for Rajouri Poonch districts Shahbaz Khan said that they can produce a dozen orders by higher authorities in which it has been directed to replace SSA teachers but these orders were gathering dust in the Chief Education Officer and Zonal Education Officers offices. JKTF Chairman has welcomed the transfers policy framed by department of education. However, he said that such type of policies were also drafted in past but were not implemented on grounds. Khan said that if the policy will be implemented, it will surely bring change in the department but said that there is no hope in this regard that education authorities are going to implement this policy. “When there is no change even though a dozen orders of replacement of SSA teachers in Rajouri, teachers should not expect much from this policy”, he added. Suggesting government to bring Bill in the next assembly session and make a law restricting teachers to approach court in order to stop transfers, he said that there are thousands of teachers in Jammu & Kashmir and especially in Rajouri-Poonch who have brought stay on transfer orders mentioning one or other reason. He added that these teachers must be restricted to move court in regard of transfer matters and government should make law in this regard to implement the policy in true spirit. Another leader Vinod Sharma, District President JKTF also expressed his concern over the attitude of District Education Authorities in replacing the SSA teachers. He said that there are few SSA teachers who are serving in SSA since long and they need to be changed for better implementation of this scheme.
