Division of the state & bifurcation of Kashmir appear imminent

JAMMU, Sep 21: JKPCC president Saif-uf-Din Soz on Monday emphasized the need of preserving the unity and integrity of Jammu and Kashmir State and talked of consensus as far as solution to the Kashmir problem was concerned. He suggested an "unconventional" solution without elaborating what exactly he meant by it. He expressed these views before the all-party parliamentary delegation and informed the waiting media persons about his party's viewpoint on the Kashmir situation. Of all the Kashmiri leaders who met the all-party delegation on Monday to present their viewpoints on the Kashmir situation, JKPCC president appeared more reasonable. When he talked of consensus, he meant a solution that is acceptable to Jammu, Kashmir and Ladakh.
But the fundamental question is: Will the state remain intact? The answer is a big NO. The division of the state (which came into being in March 1846 by an accident of history) and bifurcation of Kashmir appear imminent. This was the Monday's message from Kashmir. The message was loud and clear. All the Kashmiri leaders who met the all-party delegation and all the separatists with whom certain members of the all-party delegation met officially to ascertain their views on what could be done to break the impasse in Kashmir made it loud and clear that enough is enough and that they want to get out of India. The upshot of their whole argument was secession from India. They made it clear that they would not accept anything short of a solution that is outside the constitutional and political organization of India.
All the Kashmiri leaders, separatists like Syed Ali Shah Geelani, Mirwaiz Umer Farooq and Yasin Malik and all the "mainstream" leaders like Abdul Rahim Rather of the National Conference and Nizam-ud-din Bhat of the People's Democratic Party were one as far as their stand on Jammu and Kashmir was concerned. All of them made it loud and clear that they consider Jammu and Kashmir a disputed territory and that they would want the Government of India to address this problem politically so that the Kashmir problem is resolved once for all.
Geelani told the visiting parliamentarians that the Indian presence in Kashmir is illegal and the Indian Army nothing but a brutal face of the Indian State. He told them on their face that if New Delhi is really interested in restoring peace in the state, it has no other option but to accept his 5-point charter of demands - acknowledge that Jammu and Kashmir is a disputed territory, demilitarize the state, withdraw all the anti-terror laws from Kashmir, release all those booked under various charges and punish those responsible for the recent killings in Kashmir.
Mirwaiz Umer Farooq and Yasin Malik who submitted a joint-memorandum to the all-party delegation and with whom a number of members of the all-party delegation met at their respective residences much to the chagrin of the nationalist constituency in the state and elsewhere in the country also put forth similar demands. Theirs' was a four-point charter of demands. They, in addition, suggested that both India and Pakistan should constitute all-party parliamentary groups whose duty it would be to discuss measures that could be taken to resolve the Kashmir issue. In fact, they told the visiting delegates that Jammu and Kashmir is a trilateral issue that needs to be resolved by Pakistan, India and the people of Kashmir. They, like Geelani, also denounced the Indian Army and paramilitary forces in downright language and accused them of maiming and butchering innocent Kashmiri Muslims, including children. Besides, they told the visiting delegates that it was time for them not to meet the Kashmiri leaders but to meet the victims of the Indian brutality and barbarity. They, in short, expressed no confidence in India and Indian political system; they, like Geelani, asked New Delhi through the members of the all-party delegation to immediately quit Kashmir.
The attitude of the so-called mainstream leaders, including Finance Minister Abdul Rahim Rather, who led the National Conference delegation to the all-party delegation and Dilawar Mir, who led the 15-member People's Democratic Party delegation, was no different, notwithstanding the fact that leaders of these two parties fought with one another and sought to let down each other publicly. They sought to address their respective constituencies. They used the opportunity not only to spoil the Indian pitch in Kashmir, but also to pander to their communal constituencies in the Valley.
The National Conference delegation during its discussion with the all-party delegation and during its interaction with the waiting media persons outside made it loud and clear that the National Conference would not accept anything short of pre-1953 politico-constitutional status. In other words, the National Conference delegation told the all-party delegation that it would not accept anything short of quasi-independence. Besides, the delegation said that it was quite hopeful that Jammu and Kashmir would get autonomy sooner than later. Its satisfaction stemmed from the Union Home Minister's two statements - one appeared in The Hindustan Times (September 19) and the other reported by a news channel. According to Abdul Rahim Rather, Union Home Minister had said, "some autonomy could be given to Jammu and Kashmir." (To be continued)
