Is NC really serious about autonomy demand? | | | Early Times Report Jammu, Sept 22: There were no takers for National Conference's (NC) accusation that New Delhi had diluted state's autonomy through unconstitutional means. The delegation held the National Conference responsible for eroding autonomy of the state by giving consent to extend central laws to the state. Surprisingly, the National Conference did not stress need for restoration of autonomy in 1975 when it was possible. History books say Sher-e-Kashmir's deputy, Mirza Muhammad Afzal Beg tried his best to get maximum from the talks that lasted several years. But, Sher-e-Kashmir was only interested in power and forced Beg to speed up the talks. Sher-e-Kashmir showed no resistance at all. When the accord was finally signed, Sher-e-Kashmir took his deputy to Jammu where he had to assume office as Chief Minister of the state with Congress support next day. While Sheikh Abdullah was on his way to Jammu in a train, Ms Gandhi briefed the Parliament about the pros and cons of the accord. Sher-e-Kashmir was shocked and refused to take oath as Chief Minister. Mir Qasim informed Ms Gandhi of the development. She directed Qasim to continue as Chief Minister and initiate proceedings against Sher-e-Kashmir for misappropriating public funds provided to him when he headed the emergency administration. He was also directed to cancel the lease of Nedous Hotel. Qasim, it is believed, talked to Sheikh Abdullah and persuaded him to take oath. If Sher-e-Kashmir did not want autonomy, his cubs cannot and should not seek it. Seeking restoration of autonomy, therefore, is an insult to the great leader. The National Conference must bear in mind that there is no scope for autonomy in the 1975 Accord. The NC has passed a resolution in the legislative assembly in 1996. A document has also been prepared. In 1996 NC enjoyed 2/3 majority in the house. It could have easily passed a bill to make things difficult for New Delhi. If NC was serious about autonomy why did not it pass a bill? NC claims to represent the entire state. But reports from Jammu and Ladakh narrate a different story. Jammu is not in favour of restoration of autonomy. In fact, Jammu people opposed it in times when Sher-e-Kashmir was the Prime Minister. They believed in One Pradhan and one vidhaan. They have vehemently opposing the state flag as well. They stand for greater integration with India. Similarly, the people of Ladakah have made their intentions clear time and again. They want Azadi from Kashmir. They have got the Autonomous Council and are happy with it. They too stand for total integration with India. And last but not the least, why should New Delhi give autonomy to National Conference? In contemporary Kashmir, the separatists call the shots. If autonomy is given to Syed Ali Geelani, who runs the show, the problem will be solved once for all (if Geelani accepts it). |
