EARLY TIMES REPORT
JAMMU, Sept 23: It was good that the all-party parliamentary delegation visited Jammu. It faced the wrath of the nationalist Jammu. Though our law-makers treated the people of Jammu province very shabbily, made the Jammu-based delegations wait for hours and hours together outside the Chief Minister's Jammu official residence and did not give them time to articulate themselves and what the people of Jammu province stand for, the latter did succeed in making it loud and clear that they represent the Indian nationalist constituency in the state and that they are the most neglected and oppressed lot. Though the all-party parliamentary delegation didn't meet many a delegation despite the fact that they had been given the time, the latter expressed their anger outside. They protested and refused to wait indefinitely. They were seething with anger and reposing their full faith in India and the Indian Constitution, notwithstanding the New Delhi's indifferent attitude towards them and the preferential treatment it has been according to the Kashmiri communalists and terrorists.
The message of the people Jammu who met the delegation or who didn't meet was loud and clear: No to autonomy, no to self-rule, no to Pakistan, no to independence, no to Army withdrawal, no to the revocation of the Armed Forces Special powers Act, no to any concession to terrorism and the cult of stone-throwing, no to the kind of politics the National Conference and the People's Democratic Party have been playing to harm India and promote communalism, separatism and terrorism in Kashmir, no to employment and rehabilitation package for the militants, Kashmir-based or Pakistan-Occupied-Jammu and Kashmir-based and no to anything that is against the national unity and integrity.
The Congress leaders and Members of Parliament Mangat Ram Sharma, Madan Lal Sharma, Lal Singh, to mention only a few, told the parliamentary delegation that they were opposed to autonomy or whatever the Kashmiri Muslim leadership had been demanding. The BJP delegation told the parliamentary delegation that it was opposed to autonomy or any move that is designed to drive the state away from the national mainstream; it told the Indian law-makers that it was for a tough action and for the creation of two provincial councils, one each for Kashmir and Jammu, and Union Territory status for Ladakh; it told the parliamentary delegation that Jammu houses over one million refugees whose life has become a veritable hell on earth and steps needed to be taken to redress their age-old genuine grievances. As expected, the Bar Association Jammu (BAJ) played the most important role. It, unlike the Kashmir Bar Association identified itself with India, the Indian Army and the people of Jammu province. Its support for both was unflinching and its opposition to the Kashmiri leaders bitter and vehement.
Outside the venue of interaction between the parliamentary delegation and the Jammu-based deputations a number of refugee organizations organized protest demonstrations to register their anger against the New Delhi's Kashmir policy and against the New Delhi's negative attitude towards the nationalists and integrations and persecuted sections of society. Almost all the Jammu-based organizations, social or otherwise, worked in unison and demonstrated their resolve to defeat the Kashmiri separatists and communalists. The Panthers Party even boycotted the parliamentary delegation and dismissed its visit as a "futile exercise." At the same time, it made it abundantly clear that it would not allow New Delhi to dilute the AFSPA and grant autonomy to the state at the behest of the Kashmiri leaders. The independent MLA from Bishnah said the same thing. In fact, those who met the parliamentary delegation and those who didn't and couldn't meet the parliamentary delegation spoke in one voice in and outside the Chief Minister banquet hall.
The displaced Kashmiri Hindus, whose life, like the life of other refugees in Jammu, is miserable and pathetic owing to the New Delhi's negative attitude towards them, exhibited their anger to the extent they could and demonstrated their love for the country and contempt for those demanding autonomy, self-rule, Pakistan and independence; contempt for those describing Jammu and Kashmir as a political problem; rejected out-of-hand the pernicious demands being put forth by the Kashmiri leaders, including their demands seeking withdrawal of the Army and AFSPA. They organized a massive demonstration at Muthi in front of the parliamentary delegation and demanded homeland in the Kashmir Valley. They told the delegation that they would not accept anything short of a separate homeland invested with Union Territory status. Even National Conference MLC and former Chief Secretary Vijay Bakaya took a line somewhat different from that of his party. He virtually took a U-turn and made common cause with his Kashmiri Hindu brethren. The Panun Kashmir leaders Ajay Chrungoo and Agnishekhar taught the parliamentary delegation as to what the Kashmir problem is. They told the delegation that it was New Delhi that was providing the Kashmiri extremists the necessary moral, material and political support, thus negating the very concepts of India, human rights and fundamental rights. Their demand was unambiguous: "We want a separate homeland."
The Ladakhis didn't leg behind. They not only accused New Delhi of pampering the Kashmiri separatists and pandering to communalism in Kashmir and ignoring the nationalist Ladakhis, but also demanded separation of Ladakh from Kashmir. They demanded Union Territory status. They said this was the only panacea available to them to end their night of discontent and despair. Their opposition to the autonomy demand and similar other demands as vehement as it was praiseworthy. Jammu and Kashmir was an integral part of India and Ladakhis be given what was their legitimate due was the upshot of their whole argument.
The Jammu-based deputations representing the National Conference and People's Democratic Party, which have no support-base in the Jammu province, except in a few pockets in the hilly and mountainous areas adjoining Kashmir province, Spoke in their master's voice. They stood thoroughly isolated and exposed.
The fact of the matter is that the visit of the all-party parliamentary delegation to Jammu provided an opportunity to the people to tell everyone that they were a different people and that stand for India. Their message was: All those in Jammu province who have been identifying themselves with the National Conference and the People's Democratic Party do not represent Jammu; they represent the Kashmiri leadership's vested interest in Jammu; they must resign from these anti-Jammu and militant and separatist-friendly organizations and join the mainstream politics. They must respect the Jammu's unambiguous verdict, resign from their respective outfits, which have become irrelevant even in Kashmir, and join the mainstream parties.
