| SS Kapur reviews implementation of relief and rehabilitation measures at Leh | | | Early Times Report
LEH, Sept 24 : A high level Empowered Committee headed by Chief Secretary, Mr. S. S. Kapur today reviewed here the implementation of relief, rehabilitation and reconstruction measures under special package announced by the Prime Minister for flood victims of Ladakh.
The members of the Committee included Mr. RK Jerath, Principal Secretary Health, Mr. AK Angurana, Principal Secretary PHE, Mr. Khurshid Ganai, Principal Secretary Planning and Ladakh Affair Department, Mr. B. B Vyas, Principal Secretary to Chief Minister, Mr. K. B Aggarwal, Commissioner Secretary R&B, Mr. Basharat Ahmad Dhar, Commissioner Secretary PDD, Mr. Umang Narula, Commissioner Secretary Industries and Commerce and Mr. Ajaz Iqbal, Secretary Revenue.
The objective of the visit was to ensure prompt restoration of works before the onset of winter and to weigh up the fund requirement as well as availability of construction materials for temporary as well as permanent restoration of public utility services in the district.
Mr. Kapur appreciated for temporary restoration of works. At the same time, he also felt the need to accelerate the relief and rehabilitation works, adding that nothing should be left pending by the end of October.
Referring to the reclamation of agriculture land of the farmers, the Chief Secretary stressed the need to complete the reclamation of agriculture land of the farmers all over Leh district by next season and said that funds would not be constraint. He said NREGA scheme is a good source of funding for reconstruction of damaged infrastructure. Mr. Kapur urged for categorizing the magnitude of land damage throughout the district so that the actual need of fund for reclamation of land is worked out.
The Chief Secretary also emphasized on identifying missing persons through Police and local enquiry so that future course of action in terms of release of ex-gratia to the next of kin could be finalized.
The Committee urged for early sending of the bank account numbers of left out next of kin of the deceased persons and other beneficiaries to the PMO so as to ensure early release of ex-gratia in their favour.
The Deputy Commissioner, Leh Mr. Tsering Angchuk gave a power point presentation to the Committee highlighting the impact of devastation by the cloudburst in Leh. Detailed information in terms of human losses, damages of Govt. and public properties, loss of agriculture land, horticulture trees and plantation destruction was presented to the Committee.
Earlier, the Chief Secretary and the members of the Committee visited the worst-hit flood areas of Tashi Gatsal and took first-hand appraisal of the devastation. The Committee also visited the Solar Colony where the homeless people are being rehabilitated. Mr. Kapur interacted with the flood victims and enquired about relief and rehabilitation works. Talking to the flood-hit people, Mr. Kapur assured that every possible step to rehabilitate them would be taken care of in view of fast approaching harsh winter.
