Rehabilitation of Leh Cloudburst victims unlikely this year | | | EARLY TIMES REPORT Jammu, Sept 25: With Winter approaching near the rehabilitation of the hundreds of cloudburst families in Leh district of Ladakh will unlikely be possible this year. As there is only one and a half month of working season left in Ladakh, the people are apprehensive about the rehabilitation of the hundreds of affected families in this short span of time. The inhabitants of over a dozen of villages in Leh whose houses have been washed away in flash floods in August this year are totally perturbed after the authorities also showed some slackness in rehabilitation process. According to Thupstan Chhewang - ex MP the change in Government's decision to provide two lac rupees to each affected family for construction of the house instead of getting the same constructed through Government agencies as was decided earlier. This is a long process and it will automatically delay the rehabilitation process, he added. He said the rehabilitation is not possible now in one and half month despite the fact that some companies including Steel Authority of India and ACC have extended their hand and cooperation in rehabilitation process. Chhewang said that the another apprehension regarding the rehabilitation process is that the houses are to be constructed which can be suitable as per the climate of the Ladkah but the intention of the Government seems to be not clear in this regard. The Ladakhi leader said that it will take 10 years more to bring Leh to its original position as entire infrastructure was destroyed. Besides the human loss, hundreds of cattle were perished in cloudburst while the agriculture land was also damaged after it was buried under the rocks and stones. Moreover many people like shopkeepers, auto, bus and taxi drivers lost their livelihood after their vehicles were either washed away or completely damaged. He said even the whereabouts of 60-70 people are not known. Even there are reports that many more Bihari labourers are missing. Chhewang while criticising the authorities said the announcement of elections to Ladakh Autonomous Hill Development Council (LAHDC) Leh will also impede the rehabilitation process as the authorities could not concentrate towards it after they will be busy with electioneering. He said 70 taxis and hundreds of shops were washed away and the Government has not taken steps for the rehabilitation of this lot of people. The people can go without shelter and they can pull on except it but without the livelihood people can't survive. So the first and foremost duty of the Government should have been to provide livelihood to those people who lost the same. He said the memorandums were given to Governor and Chief Minister in this regard but to no avail. Besides the authorities have not so far taken any decision regarding the waiving off the loans of these traders. Moreover the students whose schooling has been affected completely should have been given reservations in Central schools and Navodaya Vidhayalayas. Besides the students be given reservations in professional colleges. The Central grant of Rs 150 crore is not sufficient said Dr Anil Kumar a social activist as entire infrastructure has been damaged and the Government has to concentrate on rebuilding of the same. The roads and bridges have also been damaged besides the electrification and water supply to Leh and other villages has also been affected. To restore the same it needs a huge amount, he added. Dr Kumar said the agriculture land has been completely buried under the mulba and to reclaim the same a lot of money is also needed which the farmers themselves can't afford so need a support from Government. Besides there is total lack of feed and fodder for cattle and they will die in case the same was not arranged. The Government needs to concentrate on the same and arrange it on war footing basis as the Leh-Srinagar road will be closed by middle of the October, he added. |
