Centre's Kashmir formula: Too late……..too little?
Interlocutor ‘culture’- old wine in new bottle

Jammu, Sept 25: In order to break the impasse in Kashmir, Centre has finally come out with what it terms as a 'formula' loaded with certain points, it thinks can work or click. Outcome of a painstaking, strenuous exercise it remained indulged in for quite some time, the formula is drawing flak from the protagonists of a 'political solution' , particularly the talk of sending a Group of Interlocutors for sustained dialogue as also the talk of redeployment of security forces, now to be reviewed by the Unified Command.
There is no denying the fact that Centre has put all its might using hammer and tongs to help restore normalcy in Kashmir. But the package it has unveiled at the end of the day , at least in the eyes of Kashmiri masses and their political masters only appears to be a 'plateful of spices' without the main dish, something which is not going to satiate the palate of either of the two, who have been waiting for big CBMS from Centre. In fact they are not be blamed for dreaming about something big because it is both Centre and state government which during the course of protests and clashes, almost led them into this belief that 'something big and something new' is on anvil and therefore they must shun the path of violent protests.
True that Centre could not have come forth with any such measure which amounts to dilution of state's sovereignty with India or weakened its accession but the nomenclature of interlocutors and the very idea of their role for arriving at the political solution is not only irksome but unrealistic in the backdrop of the 'failed exercise' these interlocutors have done in the past for six decades in solving the imbroglio. It may be a part of the Quiet Diplomacy, initiated sometime back by the Centre to start and sustain the dialogue with those who matter, but the fact remains that the exercise has not yielded much results , even though interlocutors in personal capacities have been acceptable to most of the stakeholders.
For many the appointment of interlocutors have come to be seen as 'engagement' of some retired bureaucrats who, on account of their capabilities, some knowledge about Kashmir or for real caliber have been looking forward to such 'assignments' , invariably followed up by a permanent , coveted jobs in the sensitive state. There have been some interlocutors engaged in official capacities and some in unofficial and private capacity, even now active, eyeing the coveted posts. And for now, when much water has flowed down the Jehlum and the contours of agitation and protests have changed, the idea of interlocutors only appears to be outdated and an irrelevant experiment in the vats political lab of Kashmir. As they have been led to dream, think and expect on the lines by the government itself, people now want 'straight and clear discourses', apparently minus the role of intermediaries.
However, the most important aspect of the eight point formula remains the fresh proclamation that there will be fresh review of the Disturbed Areas notification before phased withdrawal of controversial AFSPA from some areas of the Valley. The Centre, interestingly has pushed this ball once again into the court of Unified Command, contending that the latter would convene special meeting for the same and decided upon the matters. The latter, ironically led by the Chief Minister himself may decide about the things sooner or later, but the political observers across the state are looking at this move as a part of the Congress culture of delaying the complicated decisions. The moot question remains does Congress really and deliberately shy away from making political decisions it drumbeats earlier at the top of its voice or the formula, being views as the one minus bold CBMs is an outcome of a fractured , divided opinion of the All Party delegation on certain vital matters. Whatever it is, the formula, in the eyes of majority of Kashmiri people at this point of time may look like…."too late…… too little!
