`8-point package shows centre's trust in Omar’
9/26/2010 11:01:38 PM
Early Times Report
Jammu,Sept 26:The Congress led UPA Government continues to reponse trust in Chief Minister, Omar Abdullah, and has decided to extend all possible assistance, moral, material and political to him so that he was able to bring the state out of the current turmoil and unrest. This is evident from the way the Government of India has decided to concede some of the main demands projected by Omar Abdullah in his hunt for restoring peace to Kashmir.
Describing the 8-point package announced by the centre, on Saturday, as victory for Omar Abdullah, the Government circles said that the centre has left it to the Chief Minister, who heads the Unified Command, to take decision on lifting the AFSPA from some districts in the state and on reducing the strength of troops in areas where the situation has registered improvement for the last sever al months.
The Government circles said that by assigning the task of releasing of detained youth held for stone pelting indicates that the matter has been left to the state Government to review all the cases of the detained people. It has also entrusted to the state Government the work of reviewing the cases of of detainees under Public Safety Act. In fact, the centre has not issued any order to the state Government to set free all the detained people. It has left the task to the state Government which indicates the centre's trust in Omar Abdullah.
What seems to have gladdened Omar Abdullah is not only the acceptance of his main demands by the centre but also by the positive at titude shown by the PDP which has described package as a "good beginning" but wanted the centre to initiate more measures for regaining peoples' trust."
Political experts said that notwithstanding the 8-point package, which has been rejected by Geelani, who has been running the main show in Kashmir during the last over three months, all depends on the people of Kashmir, especially the youth..Once they refuse to respond to the calls issued by Geelani, nobody could prevent peace from returning to Kashmir.
These experts opine that besides this package there was need for announcing an attractive employment package for the entire state. They have favoured that people in Ladakh and Jammu regions need immediate redressal of their grievances and to begin with those killed during the Amarnath land agitation in Jammu, their kins be given an exgratia relief of Rs.5 five lakh as has been announced by the centre for Kashmir.
According to these experts, Omar needs to move out and around and supervise each development activity. He needs to befriend and cultivate all the leaders and workers belonging to the National Conference and the Congress who had felt slighted by him over one pretext or the other. In addition to this he should hold regular interaction with a cross section of people and organise public rallies and conferences in collaboration with the Congress leadership in the state.
