Centre needs to monitor Kashmir developments | | | The Government of India's job in Jammu and Kashmir does not seem to end with the announcement of an 8-point package for the state.Even with this announcement the responsibilities of the central Government have increased as it is supposed to supplement the 8-point package with not only other concessions and incentives but also with clear-cut directions to the National Conference led Government on various do's and dont's.During all these 19 months the track record of Omar Abdullah has not been satisfactory.For first one year he spent time in basking in tthe glory of his being the youngest political leader having been sworn in as Chief Minister and that too of a highly sensitive state.And during the last four months the state,especially the Kashmir valley, witnessed unexpected developments in the shape of violent peoples'protest rallies which almost encaged the Chief Minister,his ministerial colleagues and the top leaders of the ruling alliance.The state Government in general and the Chief Minister in particular had to spent sleepleess nights while trying to tackle the separatists' sponsored strikes,protest rallies and shutdown.What had made Omar Abdullah's position precarious was the way the separatists were able to see their writ runs in the valley.From the rear benches these separatists occupied the front rows in the Kashmir political arena.The result was total paralysis in day to day activities,whether in the sectors of trade,transport,banking,education,industry and above all the functioning in the Government offices.Work on various ongoing and new development projects was affecteed because of shutdown and violence.No doubt the 8-point package may not ensure total peace in the valley but it could make those getting incited to violence think twice before they took up stones and pebbles for hitting security personnel.Here lies the job of both the state and the central Governments to initiate people-friendly measures so that whatever hardships people faced during the last over three months turned out to be a thing of history.In its role as a superviser the centre should monitor the work culture in the state.Precious time had been lost on finalising the annual plan and on clearing new projects.It is expected the state Government took in hand measures that could make up for the loss so that people were able to taste the benefits of development activities.Besides this the state Government should not wait for the Public Service Commission and the Subordinatee Services Selection Board to complete the process of selection of candidates for various Governmen jobs.There was need for filling the existing vacancies and the new posts on a war footing which can be done if recruitment boards were constituted at the district level.The Government,instead of waiting for the reports of the task forces that were being constituted to review requirements in the regions of Jammu and Ladakh,initiated a new process for ending prolonged discrimination .Omar cannot now afford to work in isolation of leaders of the National Conference and the Congress.He has to involve all his ministerial colleagues in the reconstruction process and in confidence building measures.The Government has to gain trust not only of the people of the Kashmir valley but also of those belonging to the regions of Jammu and Ladakh.Reports say Omar has been given a parole. |
