All set for Assembly session……? | Paralysed work in offices hinders ‘information’ for questions | | Early Times Report Jammu, Sept 28: In conformity with the constitutional requirements, the J&K coalition government has convened the Legislative Assembly session from September 30, but in the backdrop of paralyzed work in almost all the offices, the Assembly Secretariat is facing problems and hassles on a number of fronts, notwithstanding the fact that entire machinery has been engaged in the massive exercise of ‘file work’. Though the provisional calendar shows 8-9 working days of the Assembly session, the ground situation and opposition fury may not enable the government adhere to this schedule.The main opposition PDP has convened meeting of its Legislative Party on September 29 to discuss the strategy to be adopted during the session.
Sources within the Assembly Secretariat said that even though the officials have managed to get mandatory details in terms of their questions, resolutions and private bills from the Legislators of different parties well in time but the government is finding it difficult to get detailed answers relevant references in respect of all the questions and queries sought by the MLAs. While higher authorities of the level of Commissioners and Secretaries have passed on this job to officials down the hierarchy, the latter are facing a lot of problems in managing the details on account of the fact that work in all the offices has remained paralysed completely or in some cases partially affected due to the ongoing turmoil continuing for the last over three months.
Sources maintained that even though various parent departments in the Civil Secretariat have been functioning with thin attendance of staff for the last few days, they are facing finding it difficult to get the information pertaining o many questions from the sister organizations and related offices outside the Civil Secretariat which have virtually remained shut for the last over three months due to ongoing disturbances. The normal work in these offices and the necessary file work which would have facilitated framing of answers this time for the session has remained paralysed due to continuous absence of the staff for a long period. While the higher authorities have now passed the responsibility of getting mandatory details within stipulated time, it is the middle rung officers in almost all the departments who are feeling hard pressed and helpless, even as they are hurrying in all the directions to manage the information.
Given the short period for which the autumn session has been convened all the legislators, as sought by the Assembly, have given only 10 questions each, five starred and five unstarred. The sources said out of even this, some questions for want of proper details may or may not be included in the final list, scrutiny of which is continuing at present. Sources also said though the session, in the backdrop of the situation prevalent on the ground level and also in the wake of the opposition mood may not see adhering to the scheduled calendar. However, all is set to kickstart it from September 30. Even if the government is able to ‘run the show’ successfully for one or two days, its responsibility in terms of fulfilling the constitutional obligation remains fulfilled. As of now every arrangement is being personally supervised by the Speaker Mohammad AKbar Lone on different fronts from security of MLAs to all other facilities to them, facilities for the media and allother fronts.
