SMP scam of military farm: Court orders further investigation | | | Early Times Report Jammu, Sept 29: In a much publicised Skimmed Milk Powder Scam in which it appears that the then Major and presently ow Lt. Col Kuldeep Singh has “cashiered” and also awarded three years of rigorous imprisonment by General Court Martial, the CBI has filed closure report as the case has not been proved. Special Judge Anti-corruption, Jammu, A.K. Koul after going through the case and report filed by CBI observed that the closure report as it is cannot be accepted, because it appears to be tailored to suit some officers/officials. It was imperative for the investigating officer to investigate the matter thoroughly to ascertain the role of officers/ officials of consignee locations and also officer/ officials of consignor Military Farm Jammu other then Major Kuldeep Singh and Milkhi Ram, Assistant Supervisor and thereafter framed an opinion as to whether offence was committed or the matter could be settled with recommending an administrative action. The closure report is directed to be returned to Investigating Officer with the direction for further investigation. The IO would do so within two months from now. According to the closure report filed after more than 18 months investigation of alleged skimmed milk powder to Military farms during the year 2002-2003 amounting 67.43 lacs, the SMP of 105 Mt amounting Rs 67.43 lacs, showing transpiration from Military Farm Jammu Military farms Ferozpur, Ambala and Jallundhar during the year 2002-2003 which revealed that only paper transaction were made and neither any such material was transported nor dispatched to aforesaid military farms by the then Major Kuldeep Singh presently Lt. Col then Incharge Military Farm, Satwari, Jammu and Milkhi Ram, then Assistant Supervisor, Incharge Store allegedly misappropriated the skimmed Milk Powder and misappropriated by the said officials of Military Farm of Jammu¸ Ferozpur, Ambala and Jallundhar and huge loss to the Govt exchequer. After more than 18 months investigation conducted by the Prime Investigating Agency of country CBI has failed to prove the case and filed closure report in the Court of Special Judge Anticorruption Jammu, in which CBI submitted that the evidence available in this case it is established that material was received by the Military Farms Ferozpur, Ambala and Jallundhar directly from the firm. The then Major presently Lt. Col Kuldeep Singh and Milkhi Ram shown material dispatched from Military farm Jammu with the sole purpose to take on record the said Skimmed Milk Powder in their documents, so that payment is adjusted by the Military Farm Jammu which were authorized to procure consignments and adjust the payment to the firms. The payments have not been directly received by Military Farm Jammu but book adjustment vides receipt issued vouchers. The allegations that material of SMP to Military Farms of Western Commands Ferozpur, Ambala and Jallundhar were not dispatched and same were misappropriated are not proved. On the basis of the evidence that the material stands properly received and reflected in the records of aforementioned military farms. However, administrative lapse on the part of Lt. Col Kuldeep Singh then Incharge Military Farm Jammu and Milkhi Ram then Store Incharge Military Farm Jammu are been sent from Military clearly established for preparing AD Notes to show skimmed milk powder having Farm Jammu vide false J&K trucks Numbers as proved by RTO record. This modus operandi was adopted by the Army Officials to bring the said dispatches on their records for purpose of payment and adjustment to the firms and to avoid any audit irregularities.
