Early Times Report
Jammu, Sept 29: A Just 60 kilometer away from the office of Director School Education Jammu is Government Middle School Kattal in Tehsil Hiranagar of District Kathua which is lacking both infrastructure and staff.
Having a population of around 1000, this village school has been facing extreme neglect from the education department. What to talk of upgradation of this school, authorities are seemingly not even bothered to ensure presence of requisite staff in the school.
Interestingly, literacy rate of this village is higher as compared to other villages of District Kathua but not because of this school.
Once a pride of this village, the school failed to match pace of the development and continues to be housed in a five room building. The building is also for namesake since the rooms are without windows.
Doors are there but bolts from inside are missing. Headmaster has a room to sit-in but both library and laboratory are missing. Students assert that they have not seen the laboratory equipment since day one of their joining the school. They maintain that library is in a trunk and students have not seen even once the books available for
them. There are no desks for the students to sit-on and they are forced to sit on the mats.
Even these mats are only for students who read inside the classrooms.
Primary class students are forced to read in open air classrooms which remain closed during the monsoon season. Ask the students, they would tell you that they like sitting under the shade of trees inside the school compound.
Playground exists nowhere. There is nothing for students in the name of extracurricular activities. Alongside these problems, shortage of staff has crippled the functioning of the school. State government has sanctioned 8 posts teachers including one post of Head Master for the school. Presently, the school has shortage of three teachers including
Physical Education Teacher.
There are toilets but of no use. They are unclean and cannot be used by students. Proper water connections are a big tragedy. One students of the school Surbhi said that they have not seen laboratory equipments so far. Most of those who have been students of this school are presently serving as teachers in various government institutions but even they chose to forget this institution of their basic learning.
Kewal Krishan, a resident of this village said that he passed out from this school in 1976 and since then, apart from the construction of a boundary wall, no other construction work has taken place in the school. He said that people are forced to send their children to
private institutions due to dilapidated condition of this government school.
Pointing out another problem in this school, a local said that government provides free books and uniform to students but this should be done be in time. “Last year also, they provided the books in September. Besides, the sets were not complete,” added the local. He maintained that much needs to be done for addressing this problem.
