Omar suggests secret dialogue for Kashmir resolution
‘Kashmir is a political problem’

JAMMU, Sept 29: Chief Minister Omar Abdullah today urged the separatists to have a secret dialogue with New Delhi if "an open dialogue did not suit them." He was addressing a function organized by the Rural Development Department at Ganderbal.
Omar said the government was committed to ensure a dialogue between separatists and government of India for `resolution of Kashmir dispute. And in this connection several measures have been already taken." He, however, did not disclose what measures had been taken by his government.
Pertinent to mention the union Home Ministers offer of secret dialogue to the separatists last year caused a stir in the Valley. The offer had a serious bearing on the Mirwaiz led Hurriyat Conference. Senior leader, Fazal Haque Qureshi was shot at by unidentified gunmen outside his residence. Qureshi survived the attack but his sensory system has not recovered till date.
"I believe elections cannot solve the Kashmir problem. Elections are held to provide basic amenities of life to the people", he said. Surprisingly this is what most of the separatists believe. According to them elections are meant for `constructing drains and public latrines'.
Omar interpretations of polls contradicts New Delhi's stand on elections. The government of India has been perceiving participation of people in elections as a referendum in its favour.
"I have made it clear time and again that Kashmir dispute was not a problem of unemployment. I have told Sonia Gandhi and the Prime Minister that Kashmir was a political problem and needed a political solution", he said.
Omar said his government had been trying to bridge the gap between India and Pakistan. "Friendly relations between Islamabad and New Delhi can ensure peace in the region", he said.
"I am the first Chief Minister to talk about revocation of Armed Forces Special Powers Act (AFSPA) in the Legislative Assembly", he said.
