UHQ meeting 'okays' few vital decisions | Committee formed to review PSA cases Students being released on 'assurance' of parents | | EARLY TIMES REPORT SRINAGAR, Sept 29: Close on the heels of Centre's 8 point formula to help restore normalcy in Kashmir, the NC led coalition government today announced at least four vital decisions that were taken in the Unified Command Meeting today held under the chairmanship of Chief Minister Omar Abdullah. Consequent upon threadbare discussions in the UHQ meeting today, it has been decided to release youth, mainly the students who were arrested from different parts of Kashmir during the last three months on charges of stone pelting. However, a Committee has been constituted that will look into, rather review the cases booked under Public Safety Act. As a part of reconsidering the thick presence of security forces in certain areas, the government has also decided to remove 16 bunkers from the city as a first step towards de-escalating the bunkers, in terms of their numbers. In yet another significant decision, the government has announced that two committees one each for Kashmir and Jammu region are being set up that would review the areas from the security point of view which have been declared as falling under AFSPA. Principal Secreray Home, J&K government BR Sharma announced these important decisions taken in the Unified Command meeting today. Giving details about the decisions to media Sharma said government will immediately release youth/students, who have been arrested for stone pelting. "These youth/students will be handed over to their parents on the assurance of their good conduct in future ", Sharma said in a jam packed press conference hurriedly convened after conclusion of Combined Unified Head Quarters (UHQ) meeting, chaired by Chief Minister, Omar Abdullah. It has also been decided to remove 16 bunkers in Srinagar city, thereby de-scaling the number of bunkers/check points, he added. As for the yet another significant assurance given by Centre in its 8 point formula, the government said a meeting of the review committee will be held on October 6, to review the cases of all PSA detunes. Besides this, two more committees comprising senior civil, army and police officers, one each for Jammu and Kashmir provinces have been constituted to review the areas which has been declared as disturbed areas under AFSPA. The committees will carry out a detailed review and submit their recommendations to the Apex Committee, which has been constituted under the chairmanship of the Chief Minister. The committees were further directed to submit their recommendations at the earliest. The mobile services in Baramulla and Sopore will be reactivated immediately. The UHQ was also informed that Minister of Home Affairs, has issued orders sanctioning ex-gratia relief to the families of the deceased persons @ Rs 5 lacs per person, who lost their lives in civil disturbances since June 11, 2010. The UHQ was also informed that the GOI has released a sum of Rs 100 Crores as Additional Central Assistance to the State Government for bringing about improvements/ additions to the infrastructure in the Schools / Colleges. In addition to these decisions, UHQ also reviewed the security situation in the State. Additional Director General of Police, K. Rajendra, IGP, Kashmir, S. M. Sahai and other senior officers were present on the occasion while Principal Secretary Home announced the decisions. |
