Agencies across LOC responsible for hiccups in Indo-Pak talks | | | EARLY TIMES REPORT Jammu, Sept 30: When on Wednesday morning Pakistani troops violated the seven-year old ceasefire in the Krishna Ghati area of Mendhar in Poonch district, injuring two Indian soldiers, it clearly indicated that there were agencies existing in Pakistan which continue to be inimical to the exercise on engaging Delhi and Islamabad in a meaningful and purposeful dialogue. And whenever the two sides make a bid on discussing bilateral problems during talks agencies in Pakistan have been seen either encouraging troops to violate the ceasefire and pound the Indian posts and pickets on the LOC or on the International Border. It seems to be a routine programme. Not only this when heads of some foreign countries are on a visit to India the Pakistani agencies either open fire on the Indian border pickets or assist groups of militants in crossing into Jammu and Kashmir. Whenever the Indian and Pakistani delegations and leaders plan a session on the sidelines of some international Conference or the UN meeting in the US capital or in any other country Pakistani troops are quick in their attempt at sabotaging the process of dialogue. This is being done ostensibly to highlight the Kashmir issue. And this is what has been happening on the LOC and the IB in Jammu and Kashmir during the last several days. The provocation for opening fire on the Indian border pickets and for helping groups of militants in sneaking into Jammu and Kashmir has been the result of efforts being made by India and Pakistan to see that the foreign ministers of the two countries were able to have a session in New York where Shah Mehmood Qureshi and S.M. Krishna have landed in connection with the opening session of the UN general Assembly. While addressing Asia Society in New York Krishna was candid while accusing Islamabad of not having taken adequate measures for preventing the soil of Pakistan being used for exporting terror to India. Krishna is not wrong when reports revealed that a big group of militants belonging to the Lashkar-i-Toiba and Al Badr outfits was being assisted by the Pakistani troops in crossing into the Jammu sector from Krishna Ghati area of Mendhar. Was Pakistan trying to mount pressure on India so that Delhi agreed to resume dialogue with Islamabad ?If it is the case the trick is too old to influence Delhi. Delhi has kept its cards open. It wants Islamabad to act fast against terror infrastructure, stop exporting terror to India and initiate measures against those involved in Mumbai attacks in 2008.Shah Mehmood Qureshi, Pakistan's foreign Minister, has claimed that the measures taken against terroists by Islamabad, during the last about two years, had been unprecedented. In support of his contention Qureshi has stated that Pakistan's war against terrorism has cost the country over 50 million dollars. He has said that Pakistan has been a victim of terrorist violence which had resulted in over 20,000 civilians having fallen victim of this violence. He has stated that more than 2500 security personnel were killed in the operations against the terrorists. It is in this context that India's Foreign Minister, has said that despite being a victim of terrorism Islamabad had not initiated action against those involved in Mumbai strikes and it had not taken adequate measures for dismantling the terror infrastructure. Had it done so the problem of infiltration of militants from across the LOC and the IB would have, by now, ended and there would have been no reason for Pakistani troops to violate ceasefire. Under these circumstances the bilateral talks would not experienced hiccups and hurdles. It was the result of Pakistan's obduracy that Krishna has announced that the two sides may not meet in New York though he hopes to see the dialogue getting resumed in Delhi. |
