Jammu , Oct 1: NPP MLA Harsh Dev Singh today came down heavily on the government for its persistent neglect and deprivation of Jammu region and for subjecting it to the most hostile discrimination. Initiating the discussion during zero hour in the Assembly today, Harsh Dev Singh ridiculed the recent eight point package announced for the state and described it as a ploy used by the centre for appeasement of Kashmiri separatists.
Castigating the Kashmir centre approach of the state and Union Government coupled with total disregard for the concerns of Jammu people, Harsh Dev Singh called for equitable treatment and justice to all the regions of the state. “Do not look towards Jammu with a jaundiced eye. Stop taking the people of Jammu for granted. Stop playing with the sentiments of Jammu people. Stop testing our patience,” roared Singh. He said the bandh observed by the people of Jammu region against their neglect in the 8-points package should be an eye-opener for the government.
Harsh Dev Singh condemned the highly biased and discriminatory treatment to Jammu region in the matter of release of ex-gratia to the kins of deceased who lost their lives during Sri Amarnath land row. He questioned the parameters adopted for the purpose as the families of stone pelters who lost their lives in Kashmir were assured of Rs. five lacs ex-gratia but the Jammu youth who fell to bullets of police in Amarnath land row were totally ignored. He asked the Chief Minister to explain the decision and to further announce identical treatment for the Jammu victims at the earliest.
. Harsh Dev Singh further expressed his dismay over the release of Rs 100 crore for schools and colleges development in the 8-point package. He pointed out that development funds for schools and colleges was nobody’s demand. He said school Education Department has not been able to spend even 20% of the funds provided by GOI during the last two years under SSA and RMSA. Likewise, he pointed out, that the Higher Education Department too had received Rs. 48 crores for the construction of infrastructure in 11 degree colleges but not even a single penny had been expended till date. He asked both school education and higher education Minister, who were present in the Assembly, to contradict him if was wrong. He questioned that if that was the state of affairs then what was the logic behind release of another 100 crores for schools and colleges.
Harsh Dev Singh said that the centre ought to have adopted a more pragmatic and realistic approach at the time of announcement of the package with due regard and accommodation for the aspirations of Jammu people. He said the people of Jammu region had sought economic package during their meetings in Delhi and Jammu for tourism promotion of Jammu, employment generation, funds for better road connectivity, water and power supply besides others. He regretted that none of the demands of Jammu people were addressed.
Speaking on the occasion, Balwant Singh Mankotia charged the government with perpetuating the policies of neglect and deprivation of Jammu region. He charged the government of resorting to lathi charge and arrest of those who were peacefully agitating during yesterday’s peaceful Bandh in various districts of Jammu region. He cautioned the government to refrain from using repressive measures against peacefully protesting youth.
Yash Paul Kundal demanded ex-gratia for the four youth killed in Samba District in the Sri Amarnathji land row on the analogy of Kashmir.
The three MLAs of NPP later shouted slogans against the government and staged a walk-out of the Assembly in protest.
