Let Kashmiris reciprocate centre's peace moves | | | A gradual process is underway for confidence building measures in Jammu and Kashmir,especially in the valley where the over three month long turmoil and violence had paralysed normal life.Not only this.The violence had resulted in the killing of 108 people in the firing opened by the security forces.The turmoil brought misfortune for those connected with touruism.Transporters,traders,hoseboat owners and the common people suffered heavy losses.So did the st udent community that failed to at tend their classes after the educational institutions remained shut in response to the call for general shutdown given by the separatists.And the first step on confidence building exercise was taken by the central Government which sent an All Party delegation to visit Jammu and Srinagar.Though the separatists had announced that they will not meet the members of the All Party delegation,the ice was borken when some members of the delegation visited the houses of Syed Ali Shah Geelani,Molvi Umar Farooq and Mohd.Yain Mailk.It was an exercise that assuaged the ruffled feelings of the separatists who were,prior to the meeting with the team from Delhi,seen in a volatile mood.Notwithstanding the fact that the 8-point package,announded by the centre,did not set the river Jehlum on fire because the separatists described it as "eyewash"a major section of people in the valley besides political leaders accepted the package as a beginning to better packages.And while announcing the 8-point package the Government of Idia had made it clear that as far as the r emaining demands of people and the separatists were concerned the Unified Command would meet shortly to take a decision. And within less than a week the Unified Command held a meeting in Srinagar where a decision was t aken to descale the bunkers of the security florces and to begin with 16 such bunkers wer e to be removed from Srinagar.The state Government has also made it clear that the excercise on removing security bunkers in other ar eas would also follow.The state Government has set up two committees to review the latest security scenario in those ar eas in the Jammu region and the Kashmir valley which st and to be under the Disturbed Area Act.The committees have been asked to examine the feasibility of reapling or withdrawing the Disturbed Area Act so that the wit hdrawal or repeal of the AFSPA from these areas was ordered.In fact during the last one year not only th separatists and the protesters but the leadership of the National Conference and the PDP have been demanding repeal or dilution of the AFSPA.Indications are that AFSPA may be withdrawn from those areas where the militancy related violence had nosedived,inspite of the stiff oppositoon from the Army authorities.To begin with more than 50 youths,who had been arrestd on charge of having indulged in stone throwing,were being released.The concerned Government agncies have been aked to review the cases of those held under Public Safety Act,which provides for detention without trial for about two years.The centre has alrady announced to pay Rs.five lakh as exgratia relief in favour of the kins of those killed in police firing.In addition to tis the centre has released Rs.100 crore for upgrading the education sector.And the employment package is the next package for the unemployed youth.The Central and the State Governments have initiatd "revolutionary" measures for winning the trust of people in the troubled state.It depends on the attitude of the people of the valley if they continue to indulge in violence,even if at the instigation of separatists,it will not ensure peace which is required for development and progress.Also the centre should not ignore the aspirations of the people of the Jammu and Ladakh regions
