Power sector in J&K becomes silent victim of Kashmir violence | | | EARLY TIMES REPORT NEW DELHI, Oct 3: The power sector in J&K has become the silent victim of the 4-month-long Kashmir violence as the work on three hydro power plants remained totally stopped during the days of violence and curfew in the valley. National Hydro Power Corporation (NHPC), which is constructing these three projects totalling 330 MW, has expressed doubts over their completion by 2012 as planned earlier. The three projects are: Uri-II with a capacity of 240 MW, Nimmo Bazgo (45 MW) and Chutak (44 MW).NHPC has cited various reasons for the delay in their completion, including the widespread unrest across the valley beginning June this year. Inability to bring staff and labour to various sites and transfer of machinery had become near impossible during the violence that saw protesters setting fire to government property and paralysing work. "Due to violence in J&K, NHPC''s three power projects have suffered significant loss of time and thus delayed," a power ministry official said.NHPC was earlier scheduled to commission these three power projects during the current XIth Five Year Plan Period (2007-12). The official said that even as the work on these projects had resumed, the months-long disturbance had put the projects behind schedule.The projects once completed would supply electricity to Leh and Ladakh region among others. NHPC had informed the power ministry that bandhs had affected the pace of work at the projects due to unavailability of diesel and other materials owing to blockage of the highway. The violent protests had also affected the transport of supplies to the Nimoo Bazgo and Chutak project sites, sources said, adding that by missing the deadline NHPC might not be able to add the power capacity it had envisaged for the current plan period. Even curfew had been lifted partially from the region and normalcy was limping back, it might take a while to resume work in full stream on the projects, the sources added. At present, NHPC operates two projects Sewa-II (120 MW) and Baghlihar (450 MW) in J&K, the company is planning another 450 MW expansion of the Baglihar project to be completed in the next plan. NHPC is planning to build five more projects totalling a capacity of 3,500 MW in the state. The company, which aims to harness the hydro potential of the state has identified projects, at Pakal Dul (1,000 MW), Kiru (600 MW), Kwar (520 MW), Kishenganga (330 MW) and Bursar (1,020 MW), which are under various stages of implementation. The current installed power capacity of NHPC is over 4,100 MW and the company has set a target of adding over 5,300 MW by the end of the current plan period. |
