| 20 P C DECLINE IN INCIDENTS OF VIOLENCE: Azad | | | Jammu, October 29 Contrary to allegations leveled by President of the National Conference Omar Abdullah that cases of human rights violations have gone up under the present regime, incidents of human rights violations, including custodial killings and rape of women by security personnel has registered a marked decline during the past one year of Congress lead coalition government in the state. In the last one year ever since Chief Minister Ghulam Nabi Azad took centre stage a decline of 20 per cent was recorded in the incidents of violence, while over 27 per cent drop has been registered in the killing of civilians and security personnel during the same period. According to official sources, 1642 incidents of militancy violence took place in the State from November 2005-October 23, 2006 against 2026 such incidents during November 2004 to October 23, 2005, the 3rd and last year of Mufti Syeed -led coalition government. On human rights violations, only nine cases have been reported this year. Four persons are allegedly killed in custody, one person allegedly disappeared in custody and four women were allegedly molested/raped by security forces/police during this year. However during November 2004 to October 23 2005, 6 cases of alleged killing in custody, 1 disappearance in custody and 20 women allegedly molested and raped by security forces and police were recorded. Official sources said, cases of HR violations took place in larger number during the six year’s rule of National Conference in the State from November 1996 to October 2002. One hundred forty such cases were recorded during six years rule of National Conference and 118 during the first three years of coalition government. During these 16 years of turmoil, 19955 militants had been killed in operations launched by the security forces out of them 4128 rebels had been eliminated during the last four years’ of coalition Government,official sources said. While the incidents of explosions, firing by militants and cross firing have shown decline, the incident of grenade attacks has increased during the year. As per the inside reports, about 200 incidents of grenade attacks were recorded as against 126 in preceding year. On the other hand, the incidents of explosions dipped from 118 to 71, militants firing from 446 to 321 and cross firing from 591 to 449. Official sources said, since the rise of militancy in the state in 1990, 16219 civilians had been killed.However,since the PDP-Congress coalition Government was formed in November 2002 the incidents of civilian killings registered decline.Between 2002 and 2005, 1600 civilians were killed against 408 during the current year However, the incidents relating to the killings of security personnel also witnessed a drop during the last four years of coalition rule.Sources said while 1014 security personnel were killed by militants between 2002 and 2005,not more than 97 soldiers and those from the police lost their lives during the current year.Against this 4791 security personnel had been killed during the last 16 years. During the current year 20 political leaders/ activists had been killed in the militancy related violence against 157 between November 2002 and 2005. According to official sources during the last 16 years 663 political activists had lost their lives in the troubled state.
